Call for applications No. 0 3 20/2/MINJEC/CAB of __ 3 FFV 2026

For the selection of one hundred and sixty (160) Mission Volunteers, with a view to their deployment to structures of the Islamic Charity Foundation for Education and Social Welfare (ICFESW) in the ten Regions.


I.
CONTEXT AND JUSTIFICATION
Within the framework of the implementation of the missions entrusted to the Ministry of Youth and Civic Education (MINJEC) regarding the Promotion of Volunteering and in accordance with the provisions of Law No. 2021/015 of July 9, 2021, concerning the Organization and Promotion of Volunteering in Cameroon, MINJEC, in collaboration with the Islamic Charity Foundation for Education and Social Welfare (ICFESW), is launching a call for applications for the selection of one hundred and sixty (160) mission volunteers, to be deployed to ICFESW structures, distributed across the ten (10) Regions of Cameroon.
II. PURPOSE OF THE CALL FOR APPLICATIONS:
This call for applications aims to recruit 160 mission volunteers in the following areas: project coordination, communication, marketing, accounting and management, office administration, administration and reporting, training and awareness-raising, security and security guard supervision, and community outreach.
III.
MISSIONS OF THE MISSION VOLUNTEERS:
Once recruited, the mission volunteers will be tasked with carrying out the activities outlined in their terms of reference, developed in accordance with their area of expertise by the host organization.

01 REQUIRED PROFILES: Level Bac+2 to Bac+5 in the relevant field, At least 2 years of experience in training or supervision, Good knowledge of the local context, Ability to work with vulnerable populations. Excellent leadership, team management, and communication skills. Master’s degree (Bac+5) in project management, development, social sciences, administration, or a related field. At least 5 years of experience coordinating multi-sectoral projects. Good knowledge of the Central, Southern, and Eastern Regions. Excellent leadership, coordination, and communication skills. Fluency in French (English and local languages are an asset). Bac+2 to Bac+5 depending on the field. At least 2 years of experience in training or supervision. Ability to work with vulnerable youth and women. Interregional mobility. Minimum Bac+3 in communication, journalism, or equivalent. Experience in communicating social projects. Proficiency in digital tools and social media. Creativity and writing skills. Minimum Bac+2/3 in marketing, business, management, or equivalent. At least 2 years of experience in marketing, placement, or human resources. Good knowledge of the Littoral economic landscape. Strong interpersonal skills, business acumen, and negotiation skills. Proficiency in digital tools. Associate’s degree (Bac+2/3) in accounting, management, or finance; at least two years of experience in accounting management; proficiency in office software; rigor, integrity, and a strong sense of confidentiality. Associate’s to Master’s degree (Bac+2 to Bac+5) in the relevant field; at least two years of experience in training or supervision; good knowledge of the local context; ability to work with vulnerable populations.

Minimum Bachelor’s degree (Bac+3) in administration, statistics, monitoring and evaluation, or equivalent; strong writing and analytical skills; proficiency in reporting tools; rigor and organizational skills.
Minimum BEPC/Probatoire level. Residence in the intervention area; good command of local languages; good communication and facilitation skills.
Minimum BEPC/Probatoire level; experience in community facilitation; knowledge of local social dynamics; availability and commitment to community work.
Minimum Associate’s degree (Bac+2) in secretarial studies, office administration, or equivalent; at least 2-3 years of experience in a similar position; excellent command of office software (Word, Excel, PowerPoint, email); good writing skills in French (English an asset); discretion, rigor,
organizational skills, and respect for confidentiality. Minimum Baccalaureate/GCE A-Level level; at least 3 years of experience in the security or guarding sector; good knowledge of the field and urban realities; sense of authority, organization, and communication; availability and mobility.
Minimum of a Bachelor’s degree (Bac+3) in security, management, administration, or equivalent; at least 3 to 5 years of experience in the security or guarding sector; proven leadership and team management skills; good knowledge of private security regulations in Cameroon; integrity, rigor, and a strong sense of responsibility.
APPLICATION REQUIREMENTS
To be a Mission Volunteer, applicants must meet the following conditions
: Be of Cameroonian nationality;
be at least 18 years old by January 1, 2026;

o Demonstrate an interest in volunteering, community development, and social action;
o
Reside or be willing to reside in the area of assignment;
o Be registered with the National Youth Observatory;
o Possess good moral character and a sense of civic duty;
o Submit supporting documents for the chosen profile;
o Proficiency in French or English and local languages is an asset.
APPLICATION FILE COMPOSITION
Each candidate must submit an application file including the following: ➤ a handwritten application addressed to the Minister of Youth and Civic Education; an application form to be obtained from the headquarters of the Islamic Charity Foundation for Education and Social Welfare (ICFESW) located in Palar Tchofabani after Palar Jeudi; to the National Coordination of the National Volunteer Program (PNV) or within the Regional Delegations and regional focal points of the PNV, or download the online form from the website www.icfesw.cm and submit after duly completing and attaching the following documents to the address icfeswofficiel@gmail.com; > A cover letter;
a photocopy of the National Identity Card or the valid receipt if applicable;
a photocopy of the Biometric Youth Card (CJB) or, if applicable, a photocopy of the CJB application for candidates aged 18 to 35;
a curriculum vitae (CV);
supporting documents for the qualifications listed in the CV;
a 4×4 photo;
an A4 envelope bearing the candidate’s name, contact information, chosen position and Region.
VII. PROCEDURES FOR SUPPORTING MISSION VOLUNTEERS For the completion of their missions, Mission Volunteers will receive a fixed monthly allowance for the period defined in their Volunteer Contract, in accordance with Law No. 2021/015 of July 9, 2021, concerning the Organization and Promotion of Volunteering in Cameroon.
Furthermore, upon completion of their volunteer mission, participants will receive Certificates of Completion of Volunteer Service after submitting their mission reports.


ON THE ADMISSIBILITY OF APPLICATION FILES
Application files must be submitted in a sealed envelope, in physical format, no later than February 20, 2026 at 3:30 p.m. , strict deadline, to the headquarters of the Islamic Charity Foundation for Education and Social Welfare (ICFESW) located in Palar Tchofabani after Palar Jeudi, to the mail service of MINJEC or to the National Coordination of the National Volunteer Program, as well as to the Regional Offices of the National Volunteer Program and in the Multifunctional Youth Promotion Centers of their places of residence, or in digital format to the address pnvminjec@yahoo.com.
The application files must bear the following inscription on the envelope:
“FOR THE SELECTION OF ONE HUNDRED AND SIXTY (160) MISSION VOLUNTEERS FOR THE 2026 FINANCIAL YEAR ON BEHALF OF ICFEW.”
Note: Each candidate is asked to specify the region in which they would like to work. Candidates may also apply as a group, provided that the team meets the criteria for the allocation of positions and the required profiles as previously specified.
The applications received will then be forwarded by the relevant departments of the Ministry of Youth and Civic Education (MINJEC) to the territorially competent Regional Focal Points of the National Volunteer Program (PNV) for processing.
IX-
PROCEDURES FOR SELECTING AND RECRUITING MISSION VOLUNTEERS
The compliant application files received will be reviewed by an Ad-Hoc Committee established by Decision of the Minister of Youth and Civic Education. Selected volunteers will be notified by posting and/or electronically and will each sign a volunteer commitment contract after an initial training period.
