FOR THE RECRUITMENT OF MANAGEMENT STAFF FOR THE
PROJECT MANAGEMENT UNIT FOR THE CONSTRUCTION AND EQUIPPING OF A GASTRO-PULMONARY HOSPITAL IN
YAOUNDE-JAMOT AND A PSYCHIATRIC HOSPITAL IN MFOU
1. CONTEXT
As part of the implementation of the Project for the construction and equipping of a Gastro-Pulmonary Hospital in Yaoundé-JAMOT and
a Psychiatric Hospital in Mfou, the Minister of Public Health plans to recruit several staff members for the
Project Management Unit. The salaries of the recruited staff will be covered by the Project’s Counterpart Funds.
Fixed-term employment contracts (CDD) will be established for successful candidates for a period of one year (including the probationary period
), renewable following annual performance reviews.
II. JOB DESCRIPTIONS
The available positions are as follows:
A. ADMINISTRATIVE AND FINANCIAL MANAGER
Responsibilities:
Number of positions: one (01)
Duty station: Project Management Unit/PHJM, headquartered in Yaoundé.
Reporting to the Coordinator, the Administrative and Financial Manager is responsible for budgetary, accounting,
financial, administrative, and personnel management in accordance with the Project’s procedures manual.
Regarding budgetary management:
Participate in the development of the project’s budgetary and financial programming and ensure its consolidation;
Monitor the execution of the annual budget and promptly identify any budget overruns and/or underspending,
as well as reallocation needs;
Implement the necessary measures to ensure optimal budget execution, taking into account the
Project
; Issue a monthly budget execution report containing appropriate management recommendations to the Coordinator.
Regarding financial and treasury management:
Ensure the timely mobilization of funds for the implementation of activities;
Ensure the monitoring of the mobilization of counterpart funds and the provisioning of special sub-accounts:
Prepare payment and/or reimbursement requests:
Monitor the financial operations of the designated accounts (commitment, withdrawal, settlement, bank reconciliation statement) of the
project and direct payments
; Establish the consolidated financial statements of the Project;
Produce the financial monitoring reports and activity reports for the financial part in the required detail;
Ensure transparency in the use of resources;
Ensure financial relations with the CAA (Autonomous Sinking Fund) and the donor:
Ensure that relevant financial documents are submitted promptly on the scheduled dates;
Assist the Coordinator in financial monitoring and the effective implementation of activities;
Ensure adherence to the activity schedule;
Ensure the financial balance of the Project;
Ensure compliance with disbursement and payment procedures.
Regarding accounting management:
Supervise the maintenance of accounting records (general, analytical, and budgetary) and the production of financial statements in accordance with the
prescribed standards and deadlines as outlined in the financial and accounting administrative procedures manual;
Prepare Terms of Reference for financial audits of the Project;
Supervise financial audit missions and ensure the implementation of recommendations to improve management;
Establish and maintain the proper functioning of the financial and accounting management system, including the production of
necessary information;
Ensure the preservation and archiving of accounting documents in accordance with established standards throughout the duration of the Project;
Supervise physical inventories of stock and fixed assets within the legally required timeframes.
In terms of administrative and personnel management:
Ensure the creation and updating of personnel files;
Ensure the monitoring of data relating to payroll, leave, and reimbursement of various expenses (health insurance,
missions, etc.) for staff;
Conduct evaluations of administrative, accounting, and financial staff;
Supervise the management of the Program’s vehicle fleet;
Ensure the payment of salaries and supplementary compensation for staff working for the Program;
Supervise the monitoring of the Program’s fixed assets ;
Supervise the maintenance of the Program’s equipment and buildings
; Supervise the management of subscriptions, contracts, and insurance;
Perform any other tasks assigned by management.
Job Profile:
Must be a Cameroonian national;
Must hold at least a Master’s degree (BAC+5) in Accounting, Finance, Management, and Auditing, or any other equivalent degree;
Must have acquired the following skills within the last five (5) years. At least two (2) years of experience in a similar position (Director
of Finance, Financial and Administrative Manager, Chief Accountant, or Auditor) in the public sector or in jointly financed projects.
Experience in a development project financed by an international donor is an asset.
Demonstrated knowledge of project accounting:
Mastery of OHADA accounting law.
Sound knowledge of development project financing mechanisms by Technical Partners.
and Financial (PTFS); knowledge of donor procedures would be an asset.
Proficiency in commonly used software applications (Word, Excel, PowerPoint) as well as email
and internet tools
is required. Experience using one or more accounting and financial management software programs is necessary. Knowledge of
TOMPRO will be an asset.
Experience in administrative writing and personnel management is required.
Fluency in French and English is
required. The ability to work in a team and under pressure is essential.
A good understanding of national regulations (public finance, procurement, tax and social legislation) is required.
B. MONITORING/EVALUATION OFFICER
Responsibilities:
Number of positions: one (01)
Duty station: UGP/PHJM, headquartered in Yaoundé.
Reporting to the Coordinator, the Monitoring/Evaluation Officer will have the following main responsibilities:
Design, implement, and update the project’s monitoring and evaluation system (logical framework, indicators, dashboards).

Ensure the collection, analysis, and consolidation of physical and financial performance data for the various
project components.
Evaluate the compliance of activities with the approved schedule and project objectives.
Prepare periodic monitoring reports (monthly, quarterly, semi-annually, annually) for the Project Owner and
technical and financial partners.
Contribute to budget planning and the formulation of Annual Work Plans and Budgets (AWPBs).
Organize field monitoring missions and propose necessary corrective measures.
Support the preparation of technical audits and the final project evaluation.
Job Profile:
Must be a Cameroonian national;
– Must hold at least a Master’s degree (BAC+5) in economics, statistics, planning, project management, or equivalent;
– Must have acquired at least two (2) years of experience in a similar position within the last three (3) years;
Must be proficient in results-based management (RBM) tools and data processing software (advanced Excel, etc.);
Must have a good understanding of international donor procedures;
Must possess excellent writing and summarizing skills;
Must be analytical, rigorous, and able to work in a multidisciplinary team.
C. CIVIL ENGINEER
Responsibilities:
Number: one (1)
Duty station: UGP/PHJM, headquartered in Yaoundé.
Reporting to the Coordinator, the Civil Engineer will have the following main responsibilities:
Provide technical supervision for hospital construction and rehabilitation work.
Review and validate architectural and technical studies (plans, cost estimates, measurements, specifications).
Participate in the review of tender documents and the technical evaluation of bids.
Verify that the work carried out complies with standards, specifications, and the contractual schedule.
Ensure the quality of materials, site safety, and proper execution of the works.
Participate in provisional and final acceptance inspections and prepare the corresponding technical reports.
Prepare periodic technical reports and propose corrective measures.
Job Profile:
Must be a Cameroonian national;
Must hold at least a Master’s degree (BAC+5) in Civil Engineering, Construction, or equivalent;
Must have acquired, within the last ten (10) years, at least five (5) years of experience in the design and monitoring of
hospital infrastructure projects or similar projects;
Must demonstrate excellent proficiency in CAD and calculation software (AutoCAD, Robot, etc.);
Must have a good understanding of hospital construction standards and public procurement procedures;
Experience in projects funded by international donors is an asset;
Must possess a strong sense of responsibility, rigor, and the ability to work under pressure.
D. BIOMEDICAL ENGINEER
Responsibilities:
Number one (1)
Duty Station: UGP/PHJM, headquartered in Yaoundé.
Reporting to the Coordinator, the Biomedical Engineer’s main responsibilities will be to:
Participate in defining the medical equipment needs of the two hospitals;
Review and validate the technical specifications of the equipment in the tender documents;
Participate in the preparation of the Project’s Tender Documents;
Ensure the monitoring of the delivery, installation, testing, and commissioning of biomedical equipment;
Verify the technical conformity of the equipment received and supervise acceptance testing;
Participate in training user staff on proper operation and preventive maintenance;
Implement an equipment maintenance plan;
Produce technical reports on the status of the equipment and propose corrective measures.
Job Profile:
To be of Cameroonian nationality
Hold at least a Master’s degree (BAC+5) in biomedical engineering, electromechanical engineering, or hospital maintenance.
Have acquired, within the last ten (10) years, at least five (5) years of experience in the management of
complex medical equipment, ideally in a hospital setting.
Have a good knowledge of international standards (WHO, ISO, CE, etc.) and procurement procedures.
Be proficient in inventory and maintenance management software.
Possess analytical skills, attention to detail, and technical rigor.
E. PROJECT ACCOUNTANT
Number of positions: one (1)
➤Duty location: UGP/PHJM, headquartered in Yaounde.
Responsibilities:
Reporting to the Administrative and Financial Manager, the Accountant’s primary mission will be
to produce, with complete accuracy and transparency, all accounting documents, financial statements, and periodic financial monitoring reports
in accordance with the requirements and specificities of the Funding Agency. In this capacity, they will be responsible for:
Posting entries by completing the relevant forms daily after collecting the necessary supporting documents;
Entering the posting forms no later than the 3rd day of the following month;
Opening a register of documents and assigning a number to each entry in order to verify, at the end of the accounting period, the completeness of the
accounting documents received;
Ensuring the filing and archiving of these accounting documents;
Preparing a general ledger and ensuring the necessary balances;

Prepare internal and external audits and various controls;
Ensure that the balances of the general ledger accounts are consistent with those of the general ledger and subsidiary ledgers;
Reconcile bank statements and prepare the reconciliation;
Make the accounting entries file available no later than the 5th of the following month;
Perform any other tasks assigned by management.
Job Profile:
Must be a Cameroonian national;
Must hold a degree in accounting, management, finance (minimum 3 years of higher education) or any other equivalent degree;
Must have at least 3 years of professional experience in bookkeeping and one year in a similar position
; Must be proficient in computer skills: Word, Excel, PowerPoint, etc.;
Knowledge of public finance would be an asset;
Must be proficient in the accounting operations of projects funded by donors;
Must have strong analytical skills.
Proficiency in project management and accounting software (knowledge of TOM2PRO is a plus):
Experience in an audit firm, on an externally funded project, or with an international NGO would be an asset;
Good knowledge of both languages (French and English) would be an asset;
Ability to work in a team, under pressure, in a multicultural environment
; Strong organizational skills and professional conduct;
High moral character and professional integrity;
Note: Experience in a health project would be another asset.

c. A certified copy of the birth certificate;
A certified photocopy of the valid National Identity Card;
Certified copies of the required diplomas, signed by the competent administrative authority;
A certificate of presentation of the original diplomas;
A 4×4 passport photo;
An extract of criminal record bulletin n° 3 dated less than three (03) months;
A medical certificate issued by a physician practicing in a public health facility;
Proof of the candidate’s professional experience (employment contracts, work certificates,
internship completion certificates, etc.);
Two (2) contact details for references.
Note: The following are not eligible to apply:
Minors under 18 years of age;
Adults who have reached the retirement age (60 years);
Individuals who have previously held one of these positions within an organization whose departures have resulted in previous incidents
within those organizations;
Individuals who have resigned.
Furthermore, candidates may not apply for more than one position at a time. Those who submit two or more
applications for different positions will be automatically disqualified without further ado.

IV. SELECTION PROCEDURES
The main selection procedures for candidates are as follows:

V.SUBMISSION OF APPLICATIONS
Each application file written in French or English must arrive no later than November 28, 2025 at 3:30 p.m. local time, in a sealed, unidentifiable envelope and against registration and receipt in a register, in five (05)
copies including one (01) original and four (04) copies to the Secretariat of the Division of Studies and Projects of the Ministry of
Public Health, located after the Cameroonian Red Cross in Yaoundé.
