I. CONTEXT AND JUSTIFICATION
The Diocesan Committee for the Development of Social Activities and Caritas of Garoua (CODAS/Caritas) operates in the North Region of Cameroon, an area particularly vulnerable to the effects of climate change and the risk of disasters, especially floods and droughts. These phenomena disproportionately affect the most vulnerable populations, jeopardizing their livelihoods, access to essential services, and ability to cope with emergencies. People with disabilities are particularly exposed to these risks due to, among other things, the physical, communication, and social barriers they may face.
In this context, access to reliable, accessible, and timely information is essential for enabling communities to prepare, anticipate, and act before, during, and after a hazardous event. However, traditional alert and risk management mechanisms do not always adequately consider the specific needs of people with disabilities, which can limit their access to alerts, their participation in preparedness mechanisms, and their ability to implement appropriate protective measures.

It is in this perspective that CODAS/Caritas Garoua obtained funding from Christian Blind Mission (CBM) for the implementation of the Project to support the establishment of multi-risk early warning systems inclusive of disability for cases of flooding and drought in the North Region of Cameroon (Phase 2).
The project aims to contribute to strengthening the resilience of vulnerable populations to the effects of climate change and disaster risks, ensuring the effective integration of people with disabilities into prevention, preparedness, and response mechanisms. It adopts a participatory and inclusive approach, involving local authorities, technical services, organizations of people with disabilities, communities, and other stakeholders involved in disaster risk reduction.
Specifically, the project aims to: Strengthen institutional and community capacities for inclusive disaster risk reduction
POSITION 1: PROJECT MANAGER

The Project Manager is responsible for the overall management, planning and implementation of project activities, ensuring that expected results are achieved, donor procedures are respected and the disability approach is integrated across all aspects of the project.
1. MAIN DUTIES AND RESPONSIBILITIES Under the direct supervision of the Program Coordinator for the Fight Against Disability, the Project Officer will have the following main duties:
Develop and update the project timeline and action plan. Develop monthly, quarterly, and annual action plans in accordance with the available budget. Coordinate the implementation of field activities within deadlines and allocated budgets. Monitor budget execution in conjunction with the administrative and financial department. Lead the project team and coordinate the interventions of various partners. Organize follow-up meetings and prepare periodic reports. Ensure the monitoring and evaluation of activities in accordance with donor or management requirements.
Prepare activity reports (monthly, quarterly, and final); represent the project to stakeholders, local authorities, and financial partners; ensure the quality of reported data; provide weekly project updates, including progress, lessons learned, and project successes; analyze the operational context, identify funding opportunities, and various risks to the project; support any internal or external project evaluation initiatives; participate in the development of new project proposals in collaboration with the Program Coordination Team; ensure the proper implementation of the internal feedback mechanism for project activities; ensure adequate team training and actively report cases of fraud or abuse observed by teams or partners, in collaboration with the focal points for protection against sexual exploitation and abuse (PSEA), safeguarding of children and adults at risk, and security.
2. REQUIRED PROFILE AND QUALIFICATIONS
The ideal candidate will possess the qualifications, skills, and professional experience necessary to successfully perform the assigned tasks. The minimum qualifications required are as follows:
Degree: Master’s degree (or equivalent) in Project Management, Social Sciences, Disaster Risk Management (DRM), Environmental Sciences, Geography, or a related field. Experience: Minimum 5 years of relevant professional experience in managing development projects, preferably in disaster risk reduction (DRR), community-based inclusive development, or community resilience.

1. MAIN MISSIONS AND RESPONSIBILITIES Under the hierarchical supervision of the Head of the Administrative, Financial and Accounting Department and in close collaboration with the Project Manager, the Project Accountant will be responsible for ensuring the financial, accounting and administrative management of the project in accordance with the organization’s procedures and the requirements of the donors.
His main responsibilities are: Verification of all pro forma invoices, contracts, purchase orders, and invoices payable; Production of financial statements, including bank reconciliations of all accounts at the end of each month, quarter, and half-year; Preparation of monthly, quarterly, semi-annual, and annual dashboards to identify available balances according to budget lines, as well as variances between forecasts and actual results, determining their causes and proposing necessary corrective measures; Development of cash flow requirements; Preparation of periodic budget execution reports (commitments, disbursements, and cash flow) in relation to forecasts; Preparation of consolidated financial statements; Preparation of files necessary for external accounting, budgetary, and financial audits and implementation of measures recommended by the auditors; Control of the cash register and determination of the theoretical and physical cash balance; Monitoring of expenses incurred and disbursements; Control of commitments in accordance with authorized spending categories.

1. MAIN MISSIONS AND RESPONSIBILITIES Field Agents are the project’s focal points at the community level. They facilitate the establishment and operation of community-based early warning structures and ensure the effective inclusion of people with disabilities in all project activities. Their main responsibilities are as follows:
Ensure the screening of people with disabilities residing in at-risk areas and conduct baseline assessments of their situation. Conduct participatory vulnerability and capacity assessments at the village/neighborhood level. Facilitate the establishment or revitalization of Local Committees (vigilance, neighborhood/development, or Early Warning Committees), ensuring parity and the inclusion of people with disabilities. Lead local awareness sessions and education campaigns on the prevention and management of risks related to various hazards. Support the organization of alert simulation exercises in collaboration with organizations of people with disabilities (evacuation drills, message transmission tests). Ensure ongoing communication between local communities and the project coordination team. Prepare periodic field activity reports. Support the structuring and operation of organizations of people with disabilities. Advocate for improved accessibility and inclusion for people with disabilities. Collect and provide the coordination team with all information necessary for reporting. Ensure equitable access to all social categories/layers to the project activities
2. DESIRED PROFILE
Education: Bachelor’s degree (or equivalent) in Social Sciences, Community Development, Disaster Risk Management, or a related field. Experience: Minimum 2 years of successful experience in community work, community-based inclusive rehabilitation/development, social mobilization, or disaster management at the local level. Required Skills: Excellent interpersonal communication and group facilitation skills; strong listening skills, empathy, and respect for local customs and traditions; ability to travel frequently by motorcycle or in the field, sometimes in difficult conditions. Languages: Fluency in French is essential, and proficiency in local languages spoken in the intervention area is required.
