The French Red Cross (CRf) and the Cameroonian Red Cross (CRC) are
humanitarian associations, auxiliaries of the public authorities, which provide aid and assistance to
vulnerable people.
Since 2010, the French Red Cross (CRf) has been present in Cameroon and intervenes in the

various projects implemented in the Far North of Cameroon;
– Support the teams in developing the terms of reference for the surveys by
defining the methodologies for each survey and/or evaluation;
– Provide the necessary advice for improving the tools of the various
projects implemented in Kousseri;
– Train the team of the various projects implemented in Kousseri in data collection
;
– Collaborate with the teams to identify priority problems and
contribute to problem solving.
B. Ensure the implementation of the project reporting tools and their
harmonization in the various databases
– Participate in the design of technical documents and data collection supports
for project activities;
– Set up data collection tools and ensure their harmonization
in each database, as well as the renewal of the stock;
– Support/Supervise all users on the correct filling and
harmonized understanding of the items of each data collection support
;
– Ensure the creation of databases in connection with the collection tools.
C. Centralize the data collected
– Set up a database for each area of intervention (health, DRR,

community and capacity building) to facilitate monitoring;
– Ensure that the data/statistics collected from the various services
are complete and reliable, before compiling them; – Process the compiled data and transmit them on time to the hierarchy for validation; – Critically analyze the data and make recommendations in terms of corrective actions; – Fill in the operational monitoring tools monthly; – Archive the validated data. D. Enter, analyze, compile and archive information – Check the quality of the data to be entered and report any problems encountered; – Participate in the analysis of the database with the supervision of the SERA Officer of the Maroua sub-delegation before drafting the reports; – Monitor the indicators of the projects implemented by the CRC/CRf; – Participate in the analysis of the health situation in the EN region of Cameroon; – Analyze data and propose strategic directions; – Analyze, validate and transmit data with a list of reports analyzed during the month (Monthly Report, Operational Monitoring Tool, etc.);






– Inform project managers of any difficulties or strengths observed
during data processing and provide a report.
E. Write reports and supervise teams during surveys
– Ensure the verification, recording, processing and analysis of data
collected by field teams and investigators;
– Monitor the quality of data collected and compiled by investigators at the
end of the day of a survey;
– Check the quality of data collected in the field;
– Organize training for survey agents during surveys;
– Support the monitoring of the accountability mechanism in the field;
– Supervise field teams and
investigators on a permanent, regular and continuous basis in the collection of quality data;
– Contribute to the writing of the various reports of the evaluations and surveys
carried out.
F. Ensure coordination with teams
– Participate in internal meetings (meetings with project teams and the
SERA team) and external meetings of the project;
– Participate in CRF/CRC program meetings.
G. Supports the deployment of the monitoring and evaluation system in collaboration
with technical referents
– Supports the development of the SERA system on the base’s projects;
– Supports the monitoring of the management and feedback mechanism of information in the
field;
– Supports the updating of the delegation’s learning table;

– Supports the collection and archiving of project verification sources.
Qualification and experience
Diploma/Level of studies and experience:
Diploma in statistics, monitoring and evaluation, IT or any equivalent diploma
(BAC+3) with experience in monitoring and evaluation and data management.
Required skills:
● Advanced knowledge of IT (Word, Excel, Power Point, internet), and
data management software/tools (Kobo collection, commcare, Tablet/GPS,
Google sheet, etc.);
● Design of forms and dashboards for efficient and effective monitoring
of beneficiaries;
● Proficiency in the use of Google drive;
● Knowledge of the Red Cross / Red Crescent Movement through
prior experience is a real advantage;
● Perfect command of the French language; knowledge of Fulfulde and Arabic is
an asset
Required know-how:
● Have at least 2 years of professional experience in a similar position;
● Demonstrate patience, pedagogy, diplomacy and adaptability;
● Have very good interpersonal skills (internal and external);
● Know how to work in a team;
● Have a good command of French (read, written and spoken);
● Physically fit to travel in the field;
