POSITION: Accountant Mission



I. PRESENTATION OF THE ORGANISATION

Solidarités International (SI) is a French NGO created in 1980 and present today in 22 countries, with strong expertise in the fields of WASH (Water, Hygiene and Sanitation), SAME (Food Security and Livelihoods) and Shelter/SAME (Essential Household Items). 
Solidarités International’s (SI) mission in Chad and Cameroon – merged in June 2020 to ensure the relevance and complementarity of its interventions – now includes projects in the Far North of Cameroon (where it has been present since 2017) as well as in the Lake Chad region, in eastern and southern Chad, where SI has been working since 2008. Drawing on its knowledge of the local context, SI implements food assistance projects, particularly through cash transfers, as well as economic recovery and water access projects. All of its activities incorporate a strong focus on empowering and strengthening civil society organizations.

II. JOB DESCRIPTION

MISSION

Purpose/Objective:

The mission accountant supports the Administrative Coordinator and/or the Deputy Administrative Coordinator in processing Solidarités’ accounting transactions for the mission.

• He is one of the guarantors of the proper application, at the field level and through coordination, of Solidarités International’s rules and procedures regarding the commitment and monitoring of expenditures.

• He provides administrative support to administrators and teams on all accounting-related matters.

FUNCTION

Team Management
• Participate in the training of administrative teams 
• Ensure the training of administrative assistants, cashiers, and accountants for the mission
• Supervise the Administrative Assistant at the coordination base
• Verify the accounting records of the field bases and the coordination base

Financial, Accounting, and Budgetary Management
• In close collaboration with the Deputy Financial Coordinator, he performs checks on accounting and budgetary records.
• Mission accounting management
• Ensures that accounting entries are made in strict accordance with guidelines to comply with OHADA accounting standards for non-profit entities
• Verifies lease payments and allocates expenses
• Verifies with the HR department that the personnel database is complete and up-to-date
• Allocates invoices related to expenses for other missions (intermission expenses)
• Centralizes the accounting for the different bases in SAGA
• Verifies the accounting for the different bases (description, accounting codes, analytical codes, monthly exchange rates)
• Performs a systematic monthly check of advances for each cash register (reconciled and unreconciled)
• Reconciles entries at the mission level
• Performs physical verification of supporting documents received from the bases
• Checks cash inventories and bank reconciliations for each Balzac base
• Ensures the compilation of monthly accounting documents to be sent to headquarters: reading documents, payroll data, cash inventories, bank reconciliations, Homer backup)
• Makes requested accounting changes if necessary (reallocations, etc.)
• Integrates the exchange rates sent by headquarters into SAGA monthly
• Checks the monthly allocation of Costs in Paris processed by headquarters in SAGA
: Sends SAGA data to headquarters after monthly integration
; Monitors voucher processing at the bases and the retrieval of supporting documents from the bases in coordination on a monthly basis
; Verifies vouchers and other accounting documents to be sent to headquarters every 6 months
; Supervises the semi-annual and annual accounting closings with the administrative team and under the supervision of the administrative coordinator or their deputy (expenses incurred and their analytical and accounting allocation, leave balances, in-kind donations, equipment capitalization, etc.);

HR Administrative Management
: Verifies and validates the monthly payroll journal entry (Balzac XX)
; Ensures tax payments are made to the relevant authorities;

Mission Administrative Management
: Ensures physical and electronic archiving and security of accounting documents
; Sends quarterly accounting archives to headquarters after internal control validation

Reporting / Communication
 In collaboration with the administrative coordinator or their deputy, verifies the consistency of accounting documents with interim and final financial reports
 Ensures that tax and contribution declarations and payments are made to the relevant organizations
 Prepares for and supports any audits or controls

III. POSITION OF THE POST WITHIN THE ORGANIZATIONAL CHART (hierarchical and functional relationships)
 Reports to: Financial Coordinator, 
• Hierarchical authority over: Cashiers and Administrative Assistant
• Functional authority of: the Deputy Financial Coordinator
• Functional authority over: Administrative Assistants

IV. REQUIRED PROFILE
• Education: Master’s degree in Accounting and Finance or equivalent.
• Experience: at least 3 years in the humanitarian sector; at least 2 years of experience in a similar position; proficiency in SAGA (Supply, Availability, and Guarantee of Goods), transportation, and stock and equipment management.
• Languages: Fluency in French is required; knowledge of English is an asset.
• Computer skills: Microsoft Office Suite; proficiency in LINK software and other logistics software.
• Required qualities: honesty, organizational skills, flexibility, strong negotiation skills, transparency, teamwork, team management, and active listening skills.
