We are

The European Union (EU) is a unique economic and political partnership between 27 European countries that plays an important role internationally in diplomacy, trade and development aid, as well as through cooperation with global organizations. Abroad, the EU is represented by more than 140 diplomatic representations, also known as EU Delegations, which have a function similar to that of an embassy.

We are

offering a position of Administrative Assistant in the Administration section.

In this job, the recruited person will be assigned duties that will depend on the needs of the Delegation. The successful candidate will occupy a specific job as Administrative Assistant; the function may be modified according to the needs of the Delegation.

In this function, the successful candidate will serve as technical and support staff to the Administration section, whose main tasks and responsibilities will be:

HUMAN RESOURCES SUPPORT AND MANAGEMENT/RECRUITMENT/MEDICAL

 Assist in the recruitment process of local agents of the Delegation via HRHUB: define the position, specify criteria and qualifications, manage vacancy publications, organize interview sessions, communicate with candidates. Update in EDELHRM.

 Assist in the recruitment process of temporary staff and interns by defining the position, specifying criteria and qualifications, managing vacancy publications, organizing interview sessions, communicating with candidates. Update in EDELHRM.

 Prepare employment contracts, verify all supporting documents related to recruitment, provide basic information in the employment conditions package.

 Check and update all applications related to human resources and personnel files (safe HOA) taking into account confidentiality.

 Organize the medical examination every two years for all local staff and every year for drivers in the reference hospital; inform colleagues, follow up with the hospital, check invoices, while taking into account the confidentiality of the files.

 Manage and update the contact list of the entire Delegation; to be distributed to all staff, at each update.

 HR Portal / Medical Claims: check and calculate medical reimbursement claims, ensure that the personal file of local agents in HR Portal is updated at the beginning of each year while respecting data confidentiality.

 Coordinate recruitment visits for newly recruited local staff via the reference hospital in complete confidentiality.

TIME MANAGEMENT

 Manage the absences of all local staff via ETIM (leave, sick leave, etc.) and the calculation of rights in ETIM at the end of each year.

 Manage the annual leave planning for the entire Delegation via the excel table available on the common drive.

MISSIONS/SALARY

 PAYROL: Calculate overtime, pay rises, generate pay slips via EDELHRM.

 MIPS: Calculate mission expenses, mission advances and reimbursement of mission expenses for all staff. Validate OM and DF in MIPS.

 Establish an annual mission plan for the entire Delegation and monitor it with MIPS

 Operational initiation of mission advance and DF payments.

LOGISTICS / TEMPORARY HOUSING

 Manage temporary housing for expatriates (on rotation/mobility), follow up with accounting on the budget reinforcement request, operational initiation of reimbursement of temporary housing for expatriates.

DRIVERS

 Manage HRHUB – Drivers: coordinate and assign drivers and vehicles in the application.

 Establish and update the Delegation’s vehicle list for the fuel consumption of each vehicle.

 Track TOMCARDS of all service vehicles with TOTAL and their

ROTATION/MOBILITY application

 Prepare the welcome pack for all new expatriates (+radio+badge, etc.)

 Update the Delegation Post Report annually (inform by email all expats with a deadline to update the document, send to HQ for publication on the EEAS website when finalized).

ARES/FILING PLAN

 Update and monitor the Filing Plan of the ADMIN section in ARES (DMO tasks); ensure that all documents of the ADMIN section are archived and files closed when necessary and open new filing plans in ARES.

 Any other tasks requested by the section head.

DEPUTY

 Administrative Support AL2 Admin Assistant Infrastructure/Logistics and vice versa.

 Replacement for the Head of Administration during his absence.

 The agent will work under the supervision and responsibility of the Head of Administration.

Selection criteria

Minimum requirements:

    be medically fit to perform the required duties
    enjoy civil rights and possess a work permit in accordance with local legislation

Education and training: University level of education following:

    Bac+4 (in administration or business management or related fields)

Professional experience:

    Minimum of 5 years of experience in an Admin Assistant position in an embassy

or international organization.

    Have in-depth knowledge of administration, human resources,

local labor law, accounting, budget and law.

    Have knowledge of the labor law of local agents of the European Union.
    Have knowledge in administrative applications such as ARES, MIPS,

PAYROLL, etc.

Languages:

    Perfect oral and written command of French (minimum level C1) and,

    Good command of English (minimum: level B2 oral and B1 written)

Knowledge of IT tools:

    High level of IT knowledge (Microsoft Office and Internet, ARES, MIPS,

PAYROLL, etc.)

The following points will be considered as an asset:

    Bac+4 (in administration or business management or related sectors)

    Minimum of 5 years of experience as an Admin Assistant/Human Resources in

an embassy or an international organization,

    Ability to work in a multicultural environment, demonstrating interpersonal, cordial and professional communication skills

and confidentiality,

    Very good communication (written or oral) with internal or external contacts,

    High degree of confidentiality, rigor and responsibility when handling

EU-related information,

    Ability to set priorities, undertake tasks, under pressure, with minimal errors,

while responding quickly to requests,

    Sense of autonomy, organization and initiative,

    Available to work outside working hours in case of emergency.

    Good notions and experience in budget accounting.

The procedure

After the deadline for submitting applications, they will be examined by a selection committee set up for this purpose.

    The selection committee will draw up a shortlist of candidates deemed most suitable for the position, based on a preliminary assessment of the information provided in the application letters and supporting documents (“Selection criteria/Qualification/5 elements of the application” above).

    The shortlisted candidates (a maximum of 10 candidates with the highest score on the shortlist criteria) will be invited to participate in a written test.

    At the end of this stage, the best candidates (a maximum of 5 candidates with the best results in the written test) will be invited to participate in an interview.

At this stage, the selection committee will assess the candidates’ suitability for the position.
