JOB DESCRIPTION: Reporting to the General Management, the Information
Systems Security Manager (RSSI) will be responsible for: Identifying risks and defining the strategy • Carrying out audits of infrastructure, applications, CBS, CMS and MUFID sites; • Establishing alert scenarios and resolving internal and external security incidents; • Defining and managing the Information Systems Security Policy (PSSI) in the short and long term; • Developing an annual ISS control plan; • Build the risk prevention plan and ensure compliance with ISO 27001, 27005, 22301 and other regulatory requirements; • Report monthly, quarterly and annually to the Management Committee on information systems security; • Maintain ongoing regulatory and technological monitoring. Implementation and monitoring of the security system • Implement the security strategy and supervise its application; • Organize the Security Committee chaired by the General Manager; • Maintain contact with regulatory authorities (ANTIC, IT COBAC, etc.); • Monitor ISS action plans and certification projects; • Supervise perimeter and access security (firewalls, antivirus, proxies, etc.); • Integrate security from the design stage into IT projects; • Manage security incidents and drive their resolution; • Build security monitoring dashboards; • Supervise compliance with internal and external standards and requirements. Cybersecurity and cyber resilience management • Develop and maintain continuity and disaster recovery plans; • Organize penetration tests and incident simulations; • Define and monitor ISS key performance indicators; • Manage all ISS projects and security infrastructures. Awareness and training • Implement an annual staff awareness program; • Develop and distribute ISS awareness materials; • Organize training for IT and business teams; • Monitor employee awareness levels via questionnaires and e-learning training;




• Prevent and inform teams about potential threats and attacks;

1- Context and justification
The UNION OF FINANCIAL MUTUALS FOR DEVELOPMENT (MUFID Union
COOP CA) is the umbrella body of a vast network of 120 MUFIDs and points of sale present throughout
the national territory of Cameroon. Created on October 30, 2019 during the
Constitutive General Assembly at the Palais des Congrès in Yaoundé and approved by the Monetary Authority of Cameroon on
April 22, 2020, after the assent of the Central African Banking Commission (COBAC),
MUFID Union, invested with a control mission assigned to it by COBAC, provides
technical assistance to Affiliated MUFIDs which are autonomous entities approved by the
Monetary Authority, after the assent of COBAC, the first of which opened its doors in 1992 in
BAHAM in the West Region of Cameroon. MUFID are therefore Financial Cooperatives
working in the 1st category Microfinance sector in Cameroon, under the
technical coordination of MUFID Union.
2- Ambitions
In addition to its position as the first reliable First Category Microfinance network in
Cameroon, MUFID Union and its affiliated MUFIDs aim to become:
• Leaders in agricultural and rural financing in Cameroon;
• A major player in the financial inclusion of populations, the financing of micro,
small and medium-sized enterprises, and in community development through
strong collaboration with decentralized local authorities while guaranteeing the
reliability and security of all financial transactions within its network and the control
of various risks
With these ambitions in mind and as part of the project to deploy new corebanking,
interconnection and digitalization at MUFID Union and its affiliated MUFIDs, we are looking for a competent and experienced
Information Systems Security Manager (ISSM) . Missions The Information Systems Security Manager (ISSM) of MUFID UNION assesses vulnerabilities and defines the Information Systems Security Policy (ISSP). He implements security solutions and projects to guarantee the availability, integrity and confidentiality of systems and data. He analyzes risks, proposes appropriate measures and ensures team awareness. The ISSM monitors the application of the ISSP, produces regular reports and advises the General Management. He coordinates incident management and adapts to new cybersecurity challenges. REQUIRED PROFILE Qualifications and experience












• Engineer or Master in IT Security or related field.
• Knowledge of the banking environment and COBAC regulations.
• Excellent command of ISO 27001, 27005, 22301, PCI DSS, GDPR, NIS2 standards.
• Certified Ethical Hacker (CEH)
• Cybersecurity certifications (ISO 27001 Lead Implementer, ISO 27005 Risk
Manager, etc.)
• Minimum 3 years in a similar position and Minimum 5 years of cumulative experience in the
microfinance or banking sector.
Technical skills
• Expertise in IT security solutions (firewalls, antivirus, IDS, PAM,
IAM, etc.).
• Mastery of CBS (Core Banking System) and reporting tools.
• Excellent ability to write procedures and reports.
• In-depth knowledge of security standards (ISO 27001, PCI DSS, GDPR, ISO
27005, ISO 22301, NIS2). Experience and Skills
• Ability to analyze complex IT security issues,
system failures and technical problems
• Excellent writing and oral communication skills
• Bilingualism (French – English) would be an asset.
Human qualities
• Leadership, ability to manage stress and crisis situations.
• Analytical mind, rigor, integrity, ethics.
• Good interpersonal skills and ability to work in a team and on cross-functional projects.
• Bilingualism (French/English) would be an asset.
