CONTEXT
CARE operates in 100 countries and implements more than 1,000 emergency and development projects in collaboration with government and local development actors. Our goal is to combat all forms of poverty, defend access to fundamental rights, and combat social injustice. In Cameroon since 1978, ongoing interventions are structured around three action programs (broken down into several projects): The Health Program, The Economic and Climate Justice Program, and The Gender Justice Program.
The operations are coordinated in Yaoundé and implemented from six (06) offices, including three (03) specifically for the global fund program (Garoua, Douala and Yaoundé) and two (02) for the other programs (Maroua and Batouri).

As part of the implementation of several ongoing projects, CARE Cameroon is planning to recruit a Finance Officer, based at the Coordination in Yaoundé.
* Position : Finance Officer (01)
* Pole : Finance – Accounting
* Contract form : Fixed-term contract of one (01) year, possibly renewable (trial period included)
* Working hours : 40 hours per week (Full time)
* Reporting to : Finance Coordinator
* Job location : Yaoundé – non-relocated position
Assignment :
Under the supervision of the Finance Coordinator and in collaboration with the Grant Accountant under his/her supervision, he/she will be responsible for:
* Support the financial management of the mission and projects,
* Produce financial reporting and
* Provide financial support and capacity building to sub-recipients.
MAIN RESPONSIBILITIES
RESPONSIBILITY 1 : Contribute to the management and financial planning of the Mission and projects
* Analyze the financial situation and risks.
* Apply CARE’s cost sharing policy (SPC);
* Produce budget monitoring, financial statements and reports.
* Development of Proposals and compliance with CARE and Donor procedures.
* Collaborate with auditors and implement recommendations.
* Ensure that mechanisms for monitoring, controlling and reviewing budget execution are in place.
* Ensure compliance with the mission’s SPC and UNR budgets.
RESPONSIBILITY 2 : Provide technical and strategic support to partners with the Grant Accountant
* Ensure the financial management of partnerships;
* Produce and implement a partner supervision and training plan;
* Provide support in accounting, finance and reporting;
* Keep partner files up to date and well archived with the grant accountant
* Evaluate their progress, and guarantee the quality of financial documents following an evaluation matrix;
* Also participate in the evaluation of partnerships according to established agreements.
RESPONSIBILITY 3 : Participate in monthly/annual closing work
* Check and import supporting documents from partners into PeopleSoft;
* Check, scan and transmit all partner documents in JIRA;
* Ensure monthly and annual accounting closure with the Subsidy Accountant after having verified and corrected all transactions from partners;
* Produce statements of unclosed advances from partners during the month/year concerned;
* Process/import logs into PEOPLE SOFT software.
RESPONSIBILITY 3 : Other tasks
* Actively participate with his/her supervisor in the preparation and carrying out of audits, both internal and/or external.
* Carry out any other task assigned to him by his supervisor and in relation to his skills
SKILLS AND QUALIFICATIONS REQUIRED FOR THE POSITION
KNOW
* Diploma : Bac +5 in management/Finance or related diploma;
* Experience : Minimum 3 years of professional experience in a similar position in an NGO
KNOW-HOW (Is capable of: …) LEVEL = A : Beginner B : Semi-autonomous C : Autonomous D : Expert
* Apply accounting and financial techniques/procedures – D
* Analyze Financial Data – C
* Prepare monthly financial reports – D
* Planning and Executing a Budget – C
* Proficiency in accounting software (ERP preferred) – C

* Prepare and present a financial report and expenditure forecast – D

* Speak/write English or French – D
* Use Word, Excel, Power Point or any other application related to the activity – D
