Background
According to the World Bank, financial inclusion means that individuals and businesses have access to useful and affordable financial products and services that meet their needs – transactions, payments, savings, credit, and insurance – in a responsible and sustainable manner. Technology is increasingly being used to drive inclusion by providing these products and services at lower cost and in a more accessible manner. However, digital financial inclusion is a new niche for UNDP, where there is no programmatic focus yet. While digital financial inclusion is a familiar topic for many actors in the private, public and development sectors, there is scope to explore, with partners, how to implement comprehensive interventions to make financial systems more inclusive. One key is community anchoring. For those working in development and government, this is a given. For the private sector, it can be challenging to obtain deep insights into communities to inform product development. But for all actors – public, private and development – there is scope to explore how multiple, coordinated interventions in policy, markets and enabling infrastructure can boost the effectiveness of digital solutions designed for inclusion.
As part of the Digital Financial Inclusion RAVE organized by the UNDP Accelerator Lab global network, the Accelerator Labs of the Zambia, Cameroon and South Sudan country offices have partnered to generate knowledge for a comparative study on the use of mobile wallets in these three countries. R&D RAVEs, according to the UNDP Accelerator Labs global network, are a way to transform knowledge into action that advances the Sustainable Development Goals (SDGs). R&D Raves aim to serve as learning spaces where we work with partners to surface knowledge on a specific system or theme, and explore ways to create momentum for change. The desk review and data collection exercise for the analysis follows a RAVE on Digital Financial Inclusion held in Nairobi from 4th to 7th June 2024, hosted by the Global Accelerator Lab team with participants from 23 other Accelerator Lab countries, private sector partners, representatives from UNDP Kenya, donors from Japan and key solution holders operating in related financial inclusion spaces. – Conduct research and desk studies to identify all available mobile wallets in Cameroon, South Sudan and Zambia respectively (stakeholder mapping)
– Conduct an online survey among an identified sample population
– Provide assistance on which mobile wallets are most used by region and for which services.
– Identify existing wallets that are not or little used and explain the reasons.
– Make a comparative analysis of the preference of one wallet over another.
– Scan the horizon for positive deviants (anyone encouraging the use of digital wallets for services or areas that is not a common practice).
– Look for other local financial inclusion solutions, if any, that are not necessarily digital but widely used.
This exercise aims to acquire relevant data through a holistic approach. Generate new and unknown data, contribute to knowledge and learning in a comparative study at the global level,and leveraging citizen science and collective intelligence to influence systems to learn from each other and create positive change.
Requirements
Required Experience
Eligible candidates must possess skills and abilities in qualitative and quantitative research analysis, design thinking skills, knowledge and ability to use and create data collection tools, including the ability to liaise with key stakeholders and various public and private sector departments in your respective areas of intervention. The countries concerned have a complex and dynamic innovation ecosystem. The candidate’s ability to liaise with ecosystem stakeholders, particularly FinTechs, other innovative financial players, including traditional finance players, will be an added advantage for this exercise.
Master’s or Bachelor’s degree in Data Science, Statistics, Computer Science or a related field.
Cameroon is a bilingual country with French and English as the main languages. Fluency in English and French as well as strong writing skills are required.
