Responsibilities
Strategy Development and Implementation
Provide reports and analysis to support and contribute to the development of the functional strategy in line with the overarching business goals
Assist the with accurate and timely reporting to enable the regular review of the functional strategy, roadmap, and performance to ensure its alignment with the changing dynamics of the internal and external ecosystem
Operational Delivery
Act as ethical mediator between MS vendor, providers of leased capacity and/or dark fiber and fiber maintenance contractors to safeguard interests of all stakeholders.

Coordinate the effective collection and understanding of customer requirements from the various business units (EBU, Regional transmission team, IT, Bayobab, etc.) in alignment with the CAPEX budgeting cycle
Design fiber related customer solutions in accordance with best practices in service delivery.
Ensure that only demands that cannot be catered for by the existing fiber network resources are considered in the new budgets. All submissions should be signed off and include all mandatory requirements and indications.
Follow up delivery of fiber network solutions by network project team and proceed to do acceptance.
Ensure that leasing of bandwidth is duly motivated, initiated in time and in alignment with procurement processes such that it is delivered in time to meet business needs.
Maintain accurate records of capacity availability, utilization, and future requirements
Maintain detailed documentation of fiber routes, capacity maps, and supplier contracts.
Generate operational reports on uptime, fault incidents, and capacity usage.
Maintain fiber network capacity database and make relevant data readily available on request.
Ensure financial management including budgeting of business finance with regards to Transmission capacities within provided funding to meet overall business objective.
Design Quality of services thresholds
Manage the lifecycle of the fiber optic network nodes and refresh topology diagrams at appropriate times to facilitate maintenance operations.

Participate and facilitate the Audit process through follow up on resolution of audit findings and reporting on the outcomes.
Facilitate cross-functional communication to align spare parts strategy with operational goals
Develop and implement spare parts stocking strategies based on usage trends, criticality, and lead times.
Forecast spare parts demand and align their procurement with maintenance schedules and operational needs.
Maintain accurate stock records to mitigate risks of stockouts and overstocking.

Review performance against agreed KPIs and their compliance to SLAs and reverse SLAs
Review and monitor plan for continuous improvement
Ensure execution in alignment with divisional strategy
Continuous performance monitoring and adjust strategy and actions to deliver targets
Reporting
Report on a periodic basis relating to progress made within the function and in accordance with the measurement metrics set by the organization

Manage sub-divisional budgets in line with business objectives

Qualifications
Education:
B.Sc. in Electrical/ Electronic or Telecommunications Engineering.
MSC in Telecoms or equivalent would be an advantage
Fluent in English and French language
Experience:
At least 4 years work experience, 2 years of which must be in Telecoms industry, especially in Transmission with specific experience in microwave radio transmission, fiber optic transmission networks, datacom engineering, route planning and connectivity of logical networks

Very Good understanding of Wireless Transport, Backbone transport (DWDM, SDH), IP/MPLS and Internet services from Operator’s point of view.
Proven experience in optical fiber network architecture, design and deployment of duct and aerial systems.
Proven experience in optical fiber network operations.
Experience on Huawei transmission equipment portfolio will be desirable.
Experience with budgeting processes
Experience in cost analysis
Functional Knowledge:
Sound knowledge of civil work for fiber OSP, optical fiber color codes, microwave frequency bands, etc.
