THE MINISTER OF THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Having regard to the Constitution;
Having regard to Decree No. 75/776 of 18 December 1975 establishing the Special Statute for the bodies of civil servants of the Financial Authorities;
Having regard to Decree No. 94/199 of 7 October 1994 establishing the General Statute of the State Public Service, as amended and supplemented by Decree No. 2000/287 of 12 October 2000; Having regard to Decree No. 2011/408 of 9 December 2011 on the organization of the Government, as amended and supplemented by Decree No. 2018/190 of 2 March 2018; Having regard to Decree No. 2012/537 of 19 November 2012 on the organization of the Ministry of the Public Service and Administrative Reform; Having regard to Decree No. 2018/191 of March 2, 2018, concerning the reorganization of the Government; Having regard to Decree No. 2000/696/PM of September 13, 2000, establishing the General Regulations for Administrative Examinations; Having regard to Order No. 0040/PM of May 19, 2022, establishing the procedures for access for persons with disabilities to administrative examinations and State recruitment, IT IS HEREBY ORDERED: Article 1.- a) This Order announces the opening of a direct competitive examination for twenty-five (25) Financial Administration Clerks (Customs), category “D” of the Civil Service. b) The said examination shall take place on July 12, 2026, in all regional capitals. Article 2.- GENERAL CONDITIONS OF APPLICATION. Candidates must meet the general requirements for access to public service positions as stipulated by the General Statute of the State Civil Service. Competitive Examination/Grades Categories Age Required Specific Conditions Clerk of Financial Administrations (Customs) D Minimum age of seventeen (17) and maximum age of twenty-nine (29) as of January 1, 2026 (born between January 1, 1997, and January 1, 2009). Must hold a Primary School Leaving Certificate (CEP) or a First School Leaving Certificate (FSLC). However, persons with disabilities holding a national disability card issued by the competent authorities are granted an age exemption of up to five (5) years above the age limit specified above, in accordance with Decree 0040/PM of May 19, 2022. Article 3.- COMPOSITION OF APPLICATION FILES. Applications may be submitted online at: concoursonline.minfopra.gov.cm or delivered to the ten (10) Regional Delegations of the Ministry of Public Service and Administrative Reform, until Friday, June 26, 2026, strict deadline, and must include the following documents:
1. A registration form stamped with a one thousand five hundred (1500) CFA franc stamp, the form for which is available at the offices of the Ministry of Public Service and Administrative Reform or at the Regional Delegations of the same Ministry and downloadable from the website: http://www.minfopra.gov.cm;
2. A certified copy of the birth certificate signed by a competent civil authority;
3. An extract from the criminal record, bulletin no. 3;
4. A certified copy of the required diploma, signed by a competent civil authority;
5. A certificate of presentation of the original diploma, signed by a competent civil authority;
6. A medical certificate issued by a public sector physician;
7. A receipt for payment of the sum of twenty thousand (20,000) CFA francs issued by an EXPRESS UNION agent at the location where the application file was submitted;
8. Two (2) 4×4 photos;
9. A stamped envelope (1,500 CFA francs) addressed to the candidate.
Candidates submitting their applications online are exempt from the requirement to submit physical application files. However, these files must still be submitted to the Ministry of Public Service and Administrative Reform for candidates who are definitively admitted.
Candidates wishing to receive free assistance with the online registration process can contact the branches of the National Youth Observatory (ONJ) located within the Multifunctional Centers for the Promotion of Youth (CMPJ).
Candidates who are state employees subject to the Labor Code and who meet the conditions set forth in Article 2 must provide a copy of their employment contract or appointment letter.
Incomplete or late applications, or those containing documents signed at a police station, will not be accepted.
Documents legalized by an administrative, municipal, or judicial authority must be dated within three (3) months of the application submission date.
Article 4 – SYLLABUSES, SCHEDULES, AND PROCEDURES FOR THE WRITTEN EXAMINATIONS.
1. The composition syllabi are those of the second year of middle school (CM2).
2. The written examinations will take place on the following date and at the following times:

3. The deadline for entering the rooms is strictly set at 07 hours sharp.
Article 5. PUBLICATION OF RESULTS.
The final results of this competitive examination will be published by decree of the Minister of Public Service and Administrative Reform.
Article 6. Any fraud detected before, during, or after the examination will be punished in accordance with the laws and regulations in force.
Article 7. This decree will be registered and published wherever necessary. /
