Summary of functions:

Reporting to the Manager of the Foreign Policy and Diplomacy Service (SPED), the Political and Public Affairs Officer will provide advice, analysis, recommendations and a significant contribution to the advancement of objectives of the SPED program.

Tasks will include:

  1. Ensure the implementation and monitoring of communications, including engagement with the press, social media, and public affairs for the entire mission.
  2. The design, planning and implementation of initiatives aimed at promoting Canadian priorities arising from Canada’s Feminist Foreign Policy, particularly in the areas of human rights, democracy, rule of law, inclusive governance , peace and security.
  3. Monitoring and analyzing political and economic developments, and writing reports on domestic and international issues in Cameroon, Chad, the Central African Republic and Gabon, with implications for Canada.
  4. Liaison with relevant stakeholders (government, civil society organizations, local and international non-governmental organizations, implementing partners, political parties, world of culture and diplomats) to ensure effective coordination and scale-up of the High Commission’s network of contacts, and the assessment of opportunities for engagement and collaboration on priority themes.
  5. Plan, coordinate and manage official visits and events to advance program objectives for the High Commission and its countries of accreditation.
  6. Perform other tasks as needed.

 

Selection area:

This position is open to candidates who have the right to reside and work in Cameroon, who meet the essential qualifications, conditions of employment and whose applications are received before the closing date.

This is an anticipated competition, it will be used to fill vacant positions for a fixed and indefinite period in any unit of the High Commission of Canada in Cameroon.

ESSENTIAL QUALIFICATIONS

Candidates will be initially selected based on essential qualifications relating to studies, language profile* and experience. Applicants must clearly demonstrate when applying for the position how they meet each of the essential qualifications.

*The linguistic profile will be evaluated during the process.

Studies:

Applicants must meet the education requirement and they will be required to provide proof of completion of their education. 

    • Degree from a recognized university in a relevant discipline such as journalism, communications, international relations, law, public administration, economics OR an acceptable* combination of education, training and work experience in a field related to the position.

*A total of six years or more is an acceptable combination of education and relevant experience.

Linguistic profile:

    • Fluency in French (oral, reading comprehension and writing).
    • Advanced level of English (oral, written comprehension and writing).

Experience :

    • Significant* recent** experience in developing and maintaining professional networks, with: non-profit organizations, government actors, public institutions, private sector entities, or multilateral institutions.
    • Significant* recent** experience working in areas related to human rights; gender equality and women’s empowerment, peace and security or inclusive governance.
    • Significant* and recent** experience in research and analysis, and writing reports or briefing notes.
    • Significant* and recent** experience in project management, or event coordination or logistics.

* Significant experience means a minimum of two years.

**Recent is considered experience acquired in the   last seven years.

 

RATED REQUIREMENTS

The rated requirements are part of the essential qualifications and are linked to knowledge, abilities and skills. Methods for evaluating rated requirements may include, but are not limited to, written examination, oral interview (pre-recorded online/live or in-person), role play, practice test, presentation and/or test psychometric.

Knowledge :

    • Knowledge of current political, socio-economic and security dynamics in Cameroon and Chad, Gabon or the Central African Republic;
    • Knowledge of the main interlocutors in Cameroon on the political scene (including civil society organizations, non-governmental organizations, government institutions, international organizations, the media, the academic sphere, and cultural institutions);
    • Knowledge and use of Microsoft Office tools (Word and Outlook), and agile use of social networks (Facebook, Twitter, Instagram, etc.).

SKILLS :

    • Adaptability and flexibility;
    • Judgment and discretion;

Abilities:

    • Ability to prioritize, plan and organize work under pressure with minimal supervision.
    • Ability to conduct research, interpret sources of information and synthesize data in order to provide advice and recommendations and/or propose key actions to management, orally and in writing.
    • Ability to work individually and as a team in a multicultural environment.

Asset Qualifications:

Preference may be given to candidates who meet the asset qualifications. Applicants must clearly demonstrate how they meet these qualifications, if applicable.

    • Work or study experience in Canada.
    • Knowledge of the policies and procedures of one or more of the following programs: Consular, Foreign Policy and Diplomacy, Cooperation/Development, Common Services and Trade.
    • Corresponding work experience in a diplomatic representation, an international organization or an international non-governmental organization.

Operational requirements:

    • Be prepared to work in a pressurized environment.
    • Respect established working hours and be flexible in carrying out assigned tasks.
    • Be willing to work irregular hours and overtime, be available on call outside of normal business hours.
    • Be willing to travel if necessary.

Conditions of employment:

Conditions of employment must be fulfilled or complied with prior to appointment to a particular position and must be maintained throughout the duration of the contract by the post holder.

    • Valid Work Authorization:  Ability to obtain and maintain a valid work permit covering the entire period of employment.
    • Security Check:  Obtain and maintain a Reliability Status (security level) which includes a criminal background check and a Government of Canada credit check covering the entire period of employment.
