THE BANK:

THE COMPLEX:
The Presidency Complex comprises the Office of the President of the Bank Group and all offices, departments and other organizational units that report directly to the Presidency administratively and functionally. The President, as the Chief Executive Officer of the Bank Group, is responsible for ensuring competent strategic management of the Bank Group and all its resources towards the achievement of the Bank Group’s objective of contributing to the economic development and social progress of the Regional Member Countries.
The Presidency Complex provides day-to-day and medium-term institutional leadership and executive oversight, maintains communication with the Bank Group’s member countries, and supports the Boards of Directors in discharging their statutory functions. In addition, the Complex provides legal and regulatory oversight of the conduct of the Bank Group’s business and integrated risk management of the Bank Group’s operations, oversees corporate communication with a range of internal and external stakeholders, promotes integrity, transparency, and the highest ethical standards and norms among Bank Group staff in the performance of their duties, and ensures the security of Bank Group staff, premises, physical assets, information, and data in all locations where the Bank Group conducts its activities. In addition, the Presidency Complex works to catalyze investments from diverse sources, in line with the Bank Group’s operational priorities. The President directly supervises several departments and units, including the Office of the President, the Integrity and Anti-Corruption Department, the Office of the Auditor General, the Group Risk Management Directorate, the General Counsel and Legal Services Department, the Communications and External Relations Department, the Staff Integrity and Ethics Office, the Office of the Secretary-General and General Secretariat, the Africa Investment Forum, the Joint Secretariat Support Office and the External Representation Office in Asia. THE HIRING DEPARTMENT: The African Development Bank Security Unit (PSEC) reports directly to the President of the Bank. It provides the full range of security services to the Bank and therefore requires its officers to be professional, versatile and able to operate at the tactical, operational and strategic levels. The Security Unit detects, prevents and responds to a wide range of threats and risks, including to the people, property, information and reputation of the Bank. Other functions of PSEC include risk analysis, training and coordination with external actors, as well as planning, programming and budgeting for various security programs. The Senior Regional Security Officer will perform the following key functions:
Management:
Contributes to the preparation of security recommendations for the Director General and all senior management staff of the relevant country offices
Contributes to the development of corporate security and safety policies, strategies, standards and guidelines Contributes to the implementation of corporate security and safety policies, strategies, standards and guidelines Monitors the effectiveness of policies, standards and processes and takes necessary action as required Operations and Networking Threat Monitoring: Monitors and assesses threats and ensures that proactive measures are taken to mitigate potential risks to AfDB operations Security Assessment and Analysis: Implements and manages a risk and vulnerability assessment and analysis program to ensure timely identification and management of threats, including mitigation and preventive measures. Relations: Maintains close liaison with diplomatic missions (e.g. UN, NGOs), international organizations, security officers and coordinates and networks with security officers/security focal points of all relevant stakeholders in the region. Technical Functions: Provides forward-looking expertise and advice on all security technologies including access control, video surveillance, intrusion and security alarms. Contingency Planning: Helps define and manage contingency action plans to prepare for and respond to incidents including active shooters, civil unrest, terrorism and country evacuation operations. Regulatory Compliance: Ensures institutional operations comply with all local regulatory requirements for security, safety and business continuity. SELECTION CRITERIA (skills, experience, knowledge):
Hold at least a Master 2 in Security Management or Business Administration, Political and Social Sciences or International Relations or a related field, focused on security management. A professional certification in security issued by an internationally recognized security institution is desirable. Have a
minimum of five (05) years of progressive experience in the military, police, intelligence services coordinating security operations or in security administration within a security organization; and experience at the international level is required.
Technical skills:
Have strong skills in assessment, evaluation, analysis and strategic planning.
Have strong analytical and organizational skills and be able to manage multiple complex tasks independently.
Possess very good knowledge of project management.
Ability to work independently with little supervision and as part of a multicultural team.
Ability to demonstrate flexibility, open-mindedness and integrity.
Extensive experience in developing guidelines and systems for technical security tools.
Ability to teach basic personal safety and landmine safety.
