CALL FOR APPLICATIONS N°001 / AC/ MINEFOP/CAB OF 06 JULY 2026 FOR THE SELECTION AND PLACEMENT OF VOLUNTEER TRAINEES WITHIN MUNICIPAL EMPLOYMENT OFFICES WITHIN THE FRAMEWORK OF THE YOUTH HOLIDAY ORIENTATION-TRAINING-EMPLOYMENT OPERATION (ORFEV-JEUNES)
I. CONTEXT AND JUSTIFICATION Within the framework of the implementation of the National Action Plan for Youth Employment (PANEJ), the Ministry of Employment and Vocational Training (MINEFOP), in collaboration with national organizations and partner programs, is launching the ORFEV-JEUNES operation. This initiative aims to promote youth employment, career guidance, and skills development.
The specific objectives are: To inform 10,000 young people about employment and training opportunities; to provide career guidance to 10,000 young people; to develop the skills of 5,000 young people; to place 5,000 graduates in voluntary internships; and to place 1,500 young people in labor-intensive jobs.
II. PURPOSE OF THE CALL FOR APPLICATIONS The purpose of this call for applications is the selection and placement of volunteer trainees in municipal employment offices, in order to strengthen the support of young people in their professional integration and employability.
III. DESCRIPTION OF TASKS Support for the operationalization of the BEM through: Reception and guidance of users Creation of a database of job seekers and job offerers Processing and dissemination of information on job opportunities Census of stakeholders operating within the municipality Coordination of the activities of the various development partners Administrative organization of the work Support for communication and awareness-raising
IV. ELIGIBILITY REQUIREMENTS Any young Cameroonian of either sex who meets the following conditions may apply: Be of Cameroonian nationality and between 18 and 35 years of age; Have a minimum of two years of post-secondary education (Bac+2) , with priority given to students enrolled in a Bachelor’s degree program or graduates in fields related to education, psychology, sociology, career guidance, social sciences, communication, or related fields; Be fluent in French and/or English (spoken and written) ; Possess strong facilitation, communication, and listening skills; Be a resident or native of the chosen district, to ensure proximity and knowledge of the local area ; Apply for a specific district; Be available full-time for one (1) consecutive month, starting August 1, 2026; Be registered with the National Employment Fund (FNE), the Municipal Employment Offices (BEM), or at The National Youth Observatory (ONJ) Holders of a Biometric Youth Card (if applicable) Having completed the REAMORCE program or of good moral character (if applicable) Having already been selected as an intern the previous year would be an asset
V. SUPPORT ARRANGEMENTS FOR THE INTERN Selected young people will receive a fixed volunteer allowance and a certificate upon completion of their internship
VI. APPLICATION FILE COMPOSITION The application file includes the following documents: An application form to be downloaded from the platform www.emploijeune.cm or obtained from the regional and departmental delegations of the Ministry of Employment and Vocational Training as well as from the decentralized services of the aforementioned partner structures
VII. SUBMISSION AND DEADLINE FOR ADMISSIBILITY OF APPLICATIONS Applications must be submitted no later than Monday, July 20, 2026 : In hard copy, in a sealed envelope, no later than 3:30 p.m. to the mail service of the Ministry of Employment and Vocational Training located in Nlongkak or to the decentralized offices of said Ministry. In digital format, no later than 11:59 p.m., via the platform www.emploijeune.cm / ORFEV JEUNES tab
These files must imperatively bear the following inscription: “FOR THE SELECTION AND PLACEMENT OF VOLUNTEER TRAINEES IN MUNICIPAL EMPLOYMENT OFFICES WITHIN THE FRAMEWORK OF THE YOUTH HOLIDAY ORIENTATION-TRAINING-EMPLOYMENT OPERATION (ORFEV-JEUNES)”
VIII. SELECTION PROCEDURES Complete application files will be reviewed as part of a preliminary selection process at the level of the decentralized services of the Ministry of Employment and Vocational Training (MINEFOP). Following this preliminary selection, the shortlisted candidates will undergo a final selection by the ad-hoc Joint Committee established for this purpose by the Minister of Employment and Vocational Training. At the end of the selection process, the successful candidates will be notified by posting and/or electronically.
