FOR THE SELECTION OF TWO THOUSAND ONE HUNDRED AND TWENTY (2120) YOUNG
VOLUNTEER INTERNS FOR THE PURPOSE OF RUNNING INFORMATION, CAREER GUIDANCE AND EMPLOYMENT ADVICE ACTIVITIES WITHIN THE OPERATIONALISATION STRUCTURES OF THE MUNICIPAL EMPLOYMENT OFFICES (BEM) AND THEIR DEPLOYMENT IN MUNICIPAL WORKSITES, WITHIN THE FRAMEWORK OF THE FIRST EDITION OF THE YOUTH VACATION ORIENTATION-TRAINING-EMPLOYMENT OPERATION (ORFEV-JEUNES).
I. CONTEXT AND JUSTIFICATION
As part of the operationalization of the National Action Plan for Youth Employment (PANO), MINEFOP in collaboration with MINJEC, the Decentralized Territorial Authorities (CTD) and the support of the National Employment Fund (FNE), the National Youth Council (CNJC), the National Volunteer Program (PNV), the National Observatory of Employment and Vocational Training (ONEFOP), the Professional Information and Guidance Centers (CIOP), the National Youth Observatory (ON), other governmental and non-governmental programs and projects for professional integration, public, parapublic and private companies, is organizing throughout the national territory, the first edition of the ORFEV-JEUNES operation (Orientation-Training-Emploi vacances Jeunes).
ORFEV-JEUNES aims to offer young people a structured opportunity during the holidays to encourage greater orientation towards vocational training and promote the employability of young people, through various activities of information, guidance, acquisition of technical, professional and entrepreneurial skills as well as High Intensity Labor (HIMO) activities.
II. PURPOSE OF THE CALL FOR APPLICATIONS
This call for applications aims at the selection and placement of two thousand one hundred and twenty (2120) young volunteer interns in professional immersion, including 1080 young people for information, professional orientation and employment counseling activities within the structures of the Municipal Employment Offices (BEM) already operational or to be operationalized, and 1040 young people with a view to their deployment in High Intensity Labor (HIMO) construction sites, mainly in the municipalities of the capitals of the regions and departments.
III. JOB DESCRIPTION
To support the operationalization of the BEM:
Reception and orientation of users;
Creation of the database of job seekers and providers;
Processing and dissemination of information on employment opportunities;
Identification of stakeholders involved within the municipality;
Coordination of the activities of the various development partners;
Administrative organization of work;
Support for communication and awareness-raising.
For information, career guidance and employment counseling activities within the structures of existing or to be operationalized BEMs:
In terms of information and career guidance,
Lead information and academic and career guidance sessions;
Advise young people on the choice of professions, training and career paths;
Raise awareness of civic and patriotic commitment;
Use the educational tools made available by the Information and Career Guidance Centers (CIOP).
Participate in initial training provided by the CIOPs and experts;
Develop and implement a micro-planning of animation in the CMP] and all the places deemed relevant;
Organize information, orientation and citizen mobilization sessions with young people (learners, interns, job seekers, young people who have dropped out of school, etc.);
Complete the monitoring and evaluation tools provided;
Produce a summary internship report at the end of the mission.
In terms of employment counseling,
Reception and orientation of users;
Creation of the database of job seekers and providers;

Identification of the actors involved within the municipality;
Coordination of the activities of the various development partners;
Administrative organization of work;
Support for communication and awareness-raising.
For High Labor Intensity (HIMO) activities:
light rehabilitation and maintenance of local infrastructure such as schools; health centers, markets, etc.
Maintenance of public spaces (weeding, cleaning gutters, cleaning streets, beautifying green spaces, etc.);
Carrying out small roadworks or urban development projects,

for information, professional guidance and employment counseling activities within the structures of existing or to be operationalized BEMs.
Any young Cameroonian of both sexes who meet the following conditions may apply:

• Have a level of education equivalent to a Bac+2 at least, with priority given to students enrolled in a Bachelor’s degree or graduates in fields related to educational sciences, psychology, sociology, guidance, social sciences, communication or similar fields;
• Be fluent in French and/or English (oral and written);
• Have good leadership, communication and listening skills; Be a resident or native of the chosen district, to guarantee proximity and knowledge of the area;
• Apply for a specific district;
• Have undergone the REAMORCE or be of good character where applicable;
• Be available full-time for one (01) consecutive month, starting from August 10, 2025.
Registration with the National Employment Fund (FNE), in the Municipal Employment Offices (BEM) or at the National Youth Observatory (ON) and possession of the Biometric Youth Card where applicable, are assets.
For High Labor Intensity Activities (HIMO):
Young people who meet the following conditions may apply:
be of Cameroonian nationality and aged 18 to 35;
Be registered with the National Employment Fund (FNE), in the Municipal Employment Offices
(BEM) or at the National Youth Observatory (ON);
Be the holder of the Biometric Youth Card (where applicable);
Be in good physical condition;
Have undergone the REAMORCE or be of good moral character where applicable.
V. TERMS OF SUPPORT
The selected young people will receive a fixed volunteer allowance and a certificate at the end of their internship.
VI. COMPOSITION OF THE APPLICATION FILE
The application file includes the following documents:
– an application form to be downloaded from the youth employment portal www.emploijeune.cm or to be collected from the regional and departmental delegations of the Ministry of Employment and Vocational Training, the Professional Information and Guidance Centers as well as from the decentralized services of the partner structures mentioned above;
– photocopies of diplomas and other certificates or certifications;
– a photocopy of the National Identity Card (CNI) or the CNI receipt for holders;
– a photocopy of the Biometric Youth Card, if applicable; – a Curriculum vitae, if applicable.

VII. SUBMISSION AND ADMISSIBILITY DEADLINE OF APPLICATION FILES
Application files must be submitted no later than Friday, August 8, 2025;
– in physical form, in a sealed envelope, no later than 3:30 p.m. to the mail service of the Ministry of Employment and Vocational Training located in Nlongkak, in the Information and Vocational Guidance Centers or in the Decentralized Services of the said Ministerial Department;

VIII. SELECTION PROCEDURES
The complete application files that will be examined will be subject to pre-selection at the level of the Central and Decentralized Services of MINEFOP, and a final selection by the ad-hoc Joint Committee set up for this purpose by the Minister of Employment and Vocational Training.
