Background: The new 2024 Finance Law introduces significant changes for NGOs, requiring them to adhere to OHADA (Organization for the Harmonization of Business Law in Africa) accounting standards. To facilitate compliance , the Ministry of Finance has published a new specialized accounting plan,2 specifically designed for NGOs.
This measure is likely aimed at increasing the transparency, accountability, and consistency
of NGO financial reporting. Key points to consider include:

African countries and emphasize consistency, compliance, and
detailed reporting. NGOs will need to ensure their
accounting teams are trained in OHADA principles.
• New Chart of Accounts: The dedicated Chart of Accounts for NGOs provides a structure
for categorizing financial transactions and ensuring consistency with
legal requirements. It is essential that NGOs integrate this plan into their
accounting systems.
• Annual Reporting Requirements: Compliance of annual financial statements
with the new standards will likely be scrutinized, highlighting the need for accurate and timely reporting. • The new 2024 Finance Law requires NGOs to produce financial statements annually that comply with OHADA accounting standards.
