The World Bank is seeking to recruit a short-term consultant specializing in financial management, public sector/governance/public finance. The STC/FM will work with the country team and team leaders on the Cameroon program on government reforms supported by the World Bank, mainly project financial management, but to a lesser extent public finance management ( PFM), public investment management (PIM), public enterprise reform (SOE governance), and tax reform, etc.:

Tasks to perform

Under the supervision of the Senior Financial Management Specialist:

·         For projects in preparation:   contribute to financial management risk assessments, and agree with the client on an action plan to reduce the identified risks;

·         For active projects:   carry out financial management supervision covering accounting and budgetary management, internal controls, fund flows, audits, etc.;

·         Carry out expenditure reviews, in collaboration with the specialists responsible for disbursements and procurement;

·         Review interim financial reports and internal and external audit reports;

·         Work with Bank specialists on public finance management reform programs, evaluation of the fiduciary system for programs for results, and promotion of the use of national systems and digitalization for implementation implementation of projects, etc.

·         Contribute to Cameroon’s analytical and policy work for policy-based lending;

·         Provide support for the implementation of the activities of the technical assistance commitment on Public Finance Management and the governance of public enterprises;

·         Participate in donor coordination meetings on themes related to governance.

Selection criteria

·         Holder of a Chartered Accounting Diploma or an equivalent qualification with at least 3 years of experience. Holding advanced degrees in public finance or similar and additional experience in these fields are assets; Or.

·         Holder of a relevant Higher Diploma in the field of public finance with a minimum of 5 years of operational experience in public sector reform and governance, in addition to holding a higher diploma in accounting management, audit or similar is an asset;

·         Experience in financial and legal auditing, and ability to analyze the impact of qualified audit reports and issues raised in the management letter;

·         Good knowledge of the functioning of government machinery and its public administration, including the management of public finances, the governance of public enterprises, the mobilization of national resources and the management of public investments;
