Having regard to Decree No. 0 2011/412 of 9 December 2011 on the reorganization of the Presidency of the Republic;
Having regard to Decree No. 096/034 of 1 March 1996 on the creation of a General Delegation for National Security;
Having regard to Decree No. 10 0 2012/540 of 19 November 2012 on the organization of the General Delegation for National Security;
Having regard to Decree No. 094/199/ of 7 October 1994 on the General Status of the State Civil Service;
Having regard to Decree No. 0 2012/539 of 19 November 2012 on the Special Status of the Corps of National Security Civil Servants;
Having regard to Decree No. 0 75/496 of 3 July 1975 establishing the system of administrative competitions and its various amendments;
Having regard to Decree No. 075/459 of 26 June 1975 determining the system of remuneration of civil and military personnel of the Republic of Cameroon, amended by Decree No. 0 79/64 of 3 March 1979;
Having regard to Decree No. 02010/263 of 31 August 2010 appointing a General Delegate for National Security;
Having regard to Decree No. 0 2010/280 of 13 September 2010 granting permanent delegation of signature to Mr. Martin MBARGA NGUELE, General Delegate for National Security;
Having regard to Decree 11 02012/545 of 20 November 2012 on the organization and operation of the National Higher Police School and the Police Training and Application Centers;
Having regard to Order No. 0 204/CAB/PR of 16 April 2003 setting the conditions for admission to the various training cycles and the study regime at the National Higher Police School and the Police Training and Application Centers, amended and supplemented by Order No. 0913/CAB/PR of 15 September 2014;
Having regard to Correspondence No. 0 B1218/SG/PR of 10 November 2021 notifying the Very High Agreement of the President of the Republic for the recruitment of 12,500 recruits, or 2,500 annually, over a period of five years;
Considering the requirements of the service;
ARTICLE 1. – A direct competition for the recruitment of 402 Student Police Inspectors in the 1st year at the Mutengene Police Training and Application Center is open on April 12, 2025.
ARTICLE 2.- (1) This competition is reserved for persons aged at least 17 and at most 28 years on 1 January 2024 (born between 1 January 1996 and 1 January 2007) and holders of the Brevet d’Etudes du 1 er Cycle (BEPC), the General Certificate of Education Ordinary Level (GCE “OL”) obtained in at least three (03) subjects, except that entitled “RELIGIOUS KNOWLEDGE” or a diploma recognized as equivalent.
(2) This competition is not open to civil servants of the National Security.
1 – GENERAL AND SPECIFIC CONDITIONS:
Young people of both sexes who meet the general and specific conditions required for recruitment into the National Security framework may apply, in particular:
be of Cameroonian nationality; enjoy their civil rights; demonstrate good conduct and good moral character; be declared fit for active service day and night; be recognized as free from any illness entitling them to long-term leave; be at least 1.57 meters tall for female candidates and 1.62 meters tall for male candidates; not have been sentenced to a fixed prison sentence of more than 6 months or a sentence accompanied by one of the forfeitures provided for in paragraphs 1 and 6 of Article 30 of the Cameroonian Penal Code, either for a crime or for an offense affecting probity; not have been excluded from a Police Academy or a Police Training Center.
The conditions listed above must be fully met by candidates. Failure to meet any of them will inevitably result in the rejection of the application.
11 – COMPILATION OF APPLICATION FILES:
ARTICLE 3.- (1) Any person wishing to apply must first and as soon as the competition opens register online at the site www.concouls-dgsn.cm
(2) Complete application files will be received at the
General Delegation for National Security in Yaoundé, or at the Regional Delegations of National Security, from January 6 to March 7, 2025 at 3:30 p.m. sharp, following an order of passage that will be communicated to them by mobile phone.
The files must include:
1 0- A handwritten application for registration, on stamped paper at 1,500 CFA francs, dated, signed and addressed to the General Delegate for National Security, explicitly specifying:
the names, first names, address, gender,date and place of birth of the candidate; the Department and Region of origin of the candidate;
> the competition requested;
> the mention of general service;
> the chosen examination center;
> the language of composition;
> the number of the candidate’s National Identity Card or the receipt for the valid National Identity Card; > the list of documents attached to the application.
2 0— A registration form obtained from the website indicated above, duly completed, signed by the candidate and including two 4×4 format photos in color and on a white background;
3 0- Payment of the competition registration fee of 16,000 CFA francs (sixteen thousand CFA francs) made at the counters of EXPRESS UNION agencies or by EXPRESS UNION MOBILE MONEY, ORANGE MONEY or MTN MOBILE MONEY, in accordance with the procedure described on the website www.concouns-dqsn.cm
The payment receipt or the unique transaction number materializing the payment of the competition fees must be attached to the application file.
40— A certified photocopy of the candidate’s birth certificate dating back no more than six (06) months, signed by a competent civil authority;
5 0— A certified photocopy of the required diploma signed by a competent administrative authority;
6 0— A certificate of presentation of the original of the diploma signed by a competent administrative authority;
7 0— An extract from the criminal record (Bulletin no. 3) dating back less than three (03) months;
8 0— A regulatory model medical certificate issued by a doctor of the Administration;
9 0— A stamped information sheet with a 4 x 4 photo in color and on a white background;
10 0— A regularly stamped height certificate, in accordance with the conditions indicated above;
11 0— An authorization to compete for civil servants or agents of the State, issued by the Minister of Public Service and Administrative Reform;
12 0—A certified photocopy of the marriage certificate dated no more than six
(06) months for female candidates who are legally married;
13 0—A large envelope (A4) addressed to the candidate, stamped with a postage stamp at the regulatory rate.
(3) Any incomplete file received by the General Delegation for National Security will be automatically rejected and returned to its sender.
(4) The list of candidates authorized to compete will be distributed by the
General Delegation for National Security, this distribution alone being authentic.
111 – THE STAGES OF THE COMPETITION:
ARTICLE 4.- (1) The competition comprises four stages covering respectively the written tests, the medical examinations for incorporation, the physical tests and the morality investigation.
(2) At all stages of the competition process, the lists of candidates will be distributed by the General Delegation for National Security.
A) – WRITTEN TESTS
The written tests, the program of which is included in the appendix to this decree, will take place in YAOUNDE and in the capitals of the Regions according to the following schedules:

They must not have any paper or document on them, the composition and draft sheets being provided by the Administration. Candidates who, without an eliminatory mark and after application of the coefficients, have obtained an average of 12/20 on all the written tests will be declared admitted subject to reservation. B) – MEDICAL VISITS FOR INCORPORATION AND PHYSICAL TESTS: These will take place after the publication of the admissions subject to reservation according to a schedule that will be the subject of a press release. Candidates called upon to undergo the medical examinations for incorporation will be subject to the payment of the inherent fees set at 25,000 CFA francs. C) – THE TESTING OF MORALITY This will take place after the medical examinations for incorporation and the physical tests, according to procedures that will be communicated in due time. IV – ADMISSION ARTICLE 5.- The results of the competition will be the subject of a press release from the General Delegate for National Security. 6.- Candidates declared definitively admitted will be appointed as 1st year Police Inspectors at the Mutengene Police Training and Application Center by the authority vested with the power of appointment.
