. CONTEXT AND PURPOSE OF THE CALL
As part of the operation of the Guarantee Fund for Young Entrepreneurs (FOGAJEUNE) prescribed by the Head of State in his speeches to young people in 2022 and 2023, echoed by the Prime Minister, Head of Government through the roadmaps of the Ministry of Youth and Civic Education (MINJEC) for the above-mentioned exercises, the National Youth Integration Fund Implementation Project (FONIJ) has been transformed into the Young Entrepreneurs Guarantee Fund Implementation Project (FOGAJEUNE), with the main mission of providing a set of financial and non-financial services to young Cameroonian entrepreneurs from the region and the diaspora, with a view to achieving the objectives of the National Development Strategy 2020-2030 (SND30) and contributing to the integrated national import policy. Substitution.
In this regard, FOGAJEUNE articulates its financing around four (04) major areas (Agriculture, Digital Economy, Industry/Crafts and Technological Innovation), and is deployed through two (02) windows:
– a “Direct Financing Window” which grants financing to young people according to the conditions of the Special Three-Year Youth Plan (PTS-JEUNES);
– a “Guarantee Window” which offers the possibility to young Cameroonians already in activity and to those residing abroad in joint venture with nationals living in the country, to benefit from substantial financing for the extension of their activity through a loan guarantee mechanism with partner Financial Institutions.
Also, within the framework of the agreement signed with Afriland First Bank, MINJEC is launching a special call for projects for the selection and financing through the
FOGAJEUNE “guarantee window”, of three hundred (300) projects of young entrepreneurs whose actions contribute significantly to the implementation of the Integrated Three-Year “Import Substitution” Plan, in order to optimally boost their activities.
    I. ELIGIBILITY CRITERIA
Young entrepreneurs who meet the following criteria may apply:
  be at least 15 years old and at most 35 years old on December 31, 2025, in accordance with the African Charter and the National Youth Policy; be young men and women of Cameroonian nationality in groups or individually, including those from the diaspora (provided that the location of the project is Cameroonian territory on the one hand and that they are associated or in a joint venture with other young people actually domiciled in Cameroon on the other hand); be registered on the platform of the National Youth Observatory at the address www.onicameroun.
– be a promoter of a project that is both a revenue generator (profitability and financial independence) and a job creator;
– be a promoter of a business with a legal existence established for at least three (03) years on the date of submission of his file and provide proof of operational activity of at least three (03) years;
NB: The promoter must not be a state agent, a private sector worker, a worker in the liberal professions, whose salary is above the SMIG (Minimum interprofessional/guaranteed wage), The promoter must own at least 30% of the shares in the share capital of the company requesting support in the “Guarantee” window.
  III- COMPOSITION AND SUBMISSION OF THE APPLICATION FILE
The application file includes the following documents:
– a stamped handwritten request, addressed to the Minister of Youth and Civic Education;
– a guarantee application form to be collected from the MINJEC Mail Service, at its decentralized and attached services, or to be downloaded from the websites of
– the National Youth Observatory (www.onjcameroun.cm) and FOGAJEUNE

– a photocopy of the birth certificate of the promoter(s);
– a photocopy of the valid National Identity Card of the promoter(s);
– a photocopy of the Biometric Youth Card or the deposit receipt of the promoter(s);
– a business plan of the project with a technical, market and financial study;
 – a location plan of the project site, issued by the relevant tax center;
 – a Curriculum Vitae of the project promoter(s);
– administrative authorizations for projects involving activities subject to specific authorization;
– pro-forma invoices for the equipment to be acquired or estimates for the work to be carried out, where applicable, within the framework of the project to be financed;
– the DSF for the last three financial years, if applicable;
– the statement of alternative income of the promoter(s), if applicable;  
– the detailed list of the assets of the promoter(s);
– the history of bank accounts over the last 12 months, for companies with bank accounts in other banks;
– the certificate of commitment or non-commitment for companies with bank accounts in other banks.
Complete application files must be submitted no later than Friday, March 14, 2025 at 3:30 p.m. to the MINJEC central mail, at the level of its decentralized and attached services, in an envelopebearing the mention special call for projects for the selection and financing of three hundred (300) projects of young entrepreneurs within the framework of the partnership agreement between Afriland First Bank and the project for the implementation of the Guarantee Fund for Young Entrepreneurs (FOGAJEUNE), with a copy of the file sent to the email address Fogajeune@qmail.com.


IV. SELECTION OF PROJECTS
The youth projects will be selected according to the following steps:
     the preselection of bankable projects by an ad hoc committee set up by the Minister of Youth and Civic Education and chaired by the National Coordinator of FOGAJEUNE, subject to confirmation by a subsequent visit of the activity of the candidates in the process of being preselected and the results of the analysis of the associated credit risks;
     the approval by the technical services of Afriland First Bank of the decisions of the Ah doc preselection committee. The pre-selected files are transmitted physically or electronically to Afriland First Bank, which will analyze the said files according to its usual criteria. This phase is sanctioned by a Pre-agreement;
     the visit, if necessary, of the sites likely to host the projects for physical verification of the pre-selected candidates and their activities by small teams made up of FOGAJEUNE and Afriland First Bank staff. To this end, the candidates to be visited will be informed in advance by letter or any other appropriate means. This visit will confirm the feasibility (land aspects where applicable, morality of the promoter, effectiveness of the exercise of the activity, etc.). This visit must be sanctioned by a Report drawn up by the members of the small team and signed by both the members and the candidate(s) for the guarantee.
 the analysis of the results of the field visit to allow the ad hoc pre-selection committee to make a final decision on the choice of bankable projects to continue the support process; The final deliberation of the best projects to be guaranteed will take place during the session of an ad hoc Credits and Guarantee Committee. This deliberation constitutes a final agreement.
The candidates thus definitively selected will receive a notification and a schedule for the continuation of the support.
