1.Context
In its National Development Strategy 2020-2030 (NDS30) for structural transformation and inclusive development, the Government committed to consolidating the achievements of social protection and expanding its scope to the greatest number of Cameroonians, by gradually integrating all social categories hitherto on the margins of the system, through the reduction of social inequalities, measures to protect against all forms of vulnerability, social cohesion and inclusion. To achieve these objectives, it has structured its interventions around: (i) social security, (ii) social transfers and (iii) social action.
In this context, the Government continued the implementation of the Social Safety Net Project (PFS) until December 2022. The PFS is one of the flagship instruments of social assistance in Cameroon because social safety nets provide targeted cash transfers to the poorest households. Launched in 2013 with 2,000 beneficiary households, the PFS reached 375,500 households in 2022, or approximately 2,000,000 individuals. An evaluation of the project showed the far-reaching positive impacts of cash transfers on beneficiaries and in the community. Social safety nets have positive short-term effects and a positive medium-term impact on beneficiaries, enabling the government to achieve its poverty reduction objective.
To ensure the sustainability of the activities of such a Project, the Government has set up, with the support of the World Bank, a new Project (the Adaptive Social Safety Nets and Economic Inclusion Project (PFS-AIE)) which aims to extend the coverage and capacity of the response to shocks of the social safety net system to the most vulnerable households, on the one hand, and to increase access to opportunities to generate income and support entrepreneurship among young people in urban areas aged 18 to 35, on the other hand.
The PFS-AIE will thus: (i) continue support for poor households as has been done in the three PFS programs, in all regions of the country, (ii) provide support to young workers aged 18 to 35, in the informal sector who are “subsistence entrepreneurs” who work in urban areas for their own account, due to a lack of other opportunities or skills, (iii) provide support to young entrepreneurs aged 18 to 35 with promising business projects in targeted productive sectors that are priorities for the government, (iv) provide support for the development of the Unified Social Registry of Cameroon (RESUC) with a view to operationalizing a social information system supporting the processes of identification, registration and assessment of the needs and conditions of the poor and vulnerable population and (v) promote the electronic payment of cash transfers to PFS-AIE beneficiaries. The PFS-AIE comprises 5 components, namely: (i) Component 1 “Adaptive Safety Nets Project”, (ii) Component 2 “Youth Economic Inclusion and Entrepreneurship”, (iii) Component 3 “Shock-Responsive Digital Delivery Systems”, (iv) Component 4 “Project Management and Coordination Support” and (v) Component 5 “Emergency Response Component (CERC)”. Component 1 aims to provide income support to households to enable them to: (i) improve their consumption, (ii) strengthen the development of their human capital, (iii) encourage them to invest in productive activities and (iv) increase their resilience against conflict- and climate-related shocks. It will thus continue to support poor households as it was done in the three PFS programs based on the experience of this Project which has been implemented since 2013. It includes three sub-components: (i) Sub-component 1.1 “Ordinary Cash Transfers (TMO)”, (ii) Sub-component 1.2 “Emergency Cash Transfers (TMU)” and (iii) Sub-component 1.3 “Labor-Intensive Works Program (THIMO)”. The TMO Sub-component aims to support the expansion of TMO to households living in chronic poverty to enable them to increase their productivity. It is equipped with accompanying measures. Each beneficiary household receives a total amount of 360,000 CFA francs in cash transfers for 24 months, consisting of 20,000 CFA francs every two months and 80,000 CFA francs in the 12th and 24th months. The program will be implemented over several cycles.
The TMU Sub-component aims to support the expansion of TMUs to households living in chronic poverty in order to enable them to cope with problems linked to certain shocks such as insecurity, floods, drought, the massive influx of displaced persons and refugees. Each beneficiary household receives a total amount of 180,000 FCFA in cash transfers for 12 months, at a rate of 30,000 FCFA every two months. It will be implemented through several phases. To ensure efficient implementation of the activities of these two Sub-components on the ground, the Project will rely on Field Operators who will intervene in specific areas. These terms of reference aim to guide and direct the recruitment of Field Operators for Cycle 8 of TMOs and Phase 7 of TMUs with IDA financing. AREAS OF INTERVENTION, MISSIONS AND PROFILE OF THE FIELD OPERATOR Areas of intervention Each Field Operator will work in a beneficiary municipality and their area of intervention is made up of all the beneficiary villages in the municipality. In this capacity, he/she monitors the activities of setting up and implementing the project in his/her commune of intervention and sends a monthly report to the Focal Point or the Regional Manager. In terms of coordination:
• he is responsible for coordinating the activities of all the Community Relays in his municipality of jurisdiction;
• he coordinates the work of the Community Relays; • he sends a monthly and quarterly report to the PMU and the Regional Manager; At the level of targeting beneficiaries, he: • takes part in meetings with key stakeholders at the local level for the establishment of participatory bodies necessary for the implementation of the Project, in particular the Municipal Working Group (GTC); • takes part in the activities of targeting beneficiary villages and households. • proposes solutions to any problems or conflicts that he can resolve at his level, in collaboration with the communities and local structures set up for the Project;
• transmits complaints received and proposed solutions to the Regional Manager or the Focal Point.
Regarding public utility works (TUP), he:
• organizes the choice of TUPs to be carried out by the beneficiaries;
• supervises the implementation of the TUPs and reports to the Focal Point.
Regarding the replacement of beneficiaries, he:
• collects information on replacement households and transfers them to the Focal Point or the Regional or the UGP;
• distributes Project cards to newly registered households.
In addition, the Field Operator facilitates and, if possible, participates in the activities carried out by any consultant in his municipality of competence.
Desired profile
Candidates for the position of Field Operator must have the following qualifications and experience:
• hold a diploma equivalent to at least the Baccalaureate or have worked as a Field Operator in social safety nets with satisfaction from the UGP;
• have at least three (03) years of experience in awareness raising, social mobilization and group leadership;
• have at least three (03) years of experience in social safety nets;
• have at least three (03) years of knowledge on targeting poor households
; • have a great capacity to stay in villages;
• have a great capacity and willingness to work in the field continuously and in difficult conditions;
• have excellent knowledge of common software (Word, Excel, Power point, Internet, etc.);
• have very good oral and written command of French or English;
• have a very good command of one of the languages spoken predominantly in the municipality in which he intends to be recruited;
• have a good command (geographical and socioeconomic) of the municipality in which he intends to be recruited;
• have excellent organizational skills, including the ability to facilitate communication between operational and technical teams;
• have the ability to work independently and under pressure;
• have a B license (is an asset);
• mastery of driving a motorcycle on difficult terrain (is also an asset).
METHODS FOR SELECTING LAND OPERATORS
The consultant will be selected in accordance with the procedures defined in the “Procurement Regulations for Borrowers Requesting Investment Project Financing (FPI), Procurement in the Framework of Investment Project Financing, Supplies, Works, Services Other than Consulting Services and Consulting Services, 6th edition of February 2025”.
PLACE OF ASSIGNMENT
The Field Operator will work in all beneficiary villages in his/her municipality of jurisdiction. He/she must reside in the chief town or in any other village in his/her municipality of jurisdiction.
2.Period of execution
The contract will be concluded for a period of two (02) years renewable for TMO Field Operators and one (01) year for TMU Field Operators, taking into account a trial period of 3 months.

Each consultant must specify the intervention area for which they are applying. If a consultant is applying for several intervention areas, they must submit an expression of interest for each area. The Project reserves the right to choose the municipality in which it will assign a qualified consultant for several municipalities for which they have applied.
