Having regard to Decree No. 2011/408 of 9 December 201 1 establishing the organization of the Government, amended and supplemented by Decree No. 2018/190 of 2 March 2018;
Having regard to Decree If 2011/410 of 9 December 2011 establishing the Government;
Having regard to Decree No. 2012/383 of 14 September 2012 on the organization of the Ministry of Scientific Research and Innovation,
Having regard to Decree No. 2012/537 of 19 November 2012 on the organization of the Ministry of Public Service and Administrative Reform,
Having regard to Decree No. 2018/191 of 2 March 2018 on the reorganization of the Government;
Having regard to Decree No. 2000/696/PM of 13 September 2000 establishing the General System of Administrative Competitions;
Having regard to Order No. 040/PM of 19 May 2022 establishing the terms and conditions for granting age exemption to disabled persons during administrative competitions and recruitment in the State Civil Service; having regard to Order No. 99/0081/MINESUP/DDES of 23 December 1999 on the organization of the Doctorate or Doctor of Philosophy (Ph.D) cycle in the State Universities of Cameroon,
ORDER:
Article 1 • This order calls for applications for the recruitment of eighty (80) Researchers on behalf of the Services, Institutes and Organizations under the technical supervision of the Ministry of Scientific Research and Innovation, for the 2025 budget year.
Article 2.- (l) This recruitment is open to holders of a Design Engineer diploma, Masl:er of Science (Master II) with thesis, DEA (Diploma of Advanced Studies), Ph.D, Doctorate/Ph.D or any diploma equivalent to one of these.
(2) The distribution of places is as follows:

In the event of absence of applications for a specialty, the number of places reserved for the latter may be allocated to other specialties. Article 3.- CONDITIONS TO BE FULFILLED TO APPLY 1. Be thirty (30) years of age at most on January 1, 2025 for candidates for the position of Research Associate;2. Be aged thirty-five (35) years at most on January 1, 2025 for candidates for the position of Research Officer;3. Be aged forty (40) years at most on January 1, 2025 for candidates for the position of Research Professor and Director,
4. However, disabled persons holding a National Disability Card issued by the competent authorities benefit from an age exemption for a maximum of five (05) years, above the age limit set above, in accordance with the
aforementioned decree no. 040/PM of May 19, 2022;
5. Any candidate for positions higher than the grade of Research Associate must provide proof of the current exercise of equivalent functions as a Researcher or Higher Education Teacher in a public, private or foreign organization recognized by the State, hold a terminal diploma in Higher Education and have a scientific production at least equal to that required in Cameroon for the advancement to the requested grade,
6. Applications from Public Agents (Civil Servants or Contractual Workers) are not admitted.
Article 4.- COMPOSITION OF APPLICATION FILES
Application files that will be received complete against receipt at the Mail Service of the Ministry of Scientific Research and Innovation or in the Regional Research and Innovation Centers until Friday June 20, 2025, deadline (Deadline extended to Friday July 25, 2025) , must imperatively include the following documents:
l. An application form stamped with one thousand five hundred (1,500) CFA francs in which the candidate will specify his specialty and the grade applied for, a printout of which is available in the services of the Ministry of Scientific Research and Innovation, in the Regional Research and Innovation Centers of the same Ministry, or downloadable from the website: http://www.minresi.cm
2. A receipt for payment of the sum of twenty thousand (20,000) CFA francs issued by the Head of the Budget and Materials Department of the Ministry of Scientific Research and Innovation or by the Heads of the General Affairs Department of the Regional Research and Innovation Centers;
3. An extract from the criminal record, bulletin no. 3, dated less than three (03) months;
4. A certified copy of the birth certificate dated less than three (03) months;
5. A detailed curriculum vitae,
6. Two (02) 4×4 passport photos less than three (03) months old;
7. Certified copies of all diplomas from the Baccalaureate or GCE Advanced Level, signed by a competent civil authority, less than three (03) months old;
8. A certificate of presentation of the original of the highest diploma, signed by a competent civil authority, less than three (03) months old;
9. A copy of the dissertation or thesis defended for obtaining the highest diploma;
10. Any official document justifying the current exercise of the functions of Researcher or Higher Education Teacher in a public, private or foreign organization recognized by the State;
11. Offprints of any scientific articles already published;
12. A medical certificate dated less than three (03) months, issued by a doctor from a state hospital, proving that the candidate has the fundamental mental health to practice the profession of Researcher;

The documents listed must imperatively be administrative, municipal or judicial legal and dated less than three (03) months from the date of submission of the files.
Any incomplete or late file will not be accepted.
Article 5.- The application files, received, examined and classified, will be studied by a Recruitment Commission created under the Minister of Scientific Research and Innovation, in accordance with the provisions of Decree No. 2023/337 of August 8, 2023 relating to the special status of Research Personnel.
Article 6.- PUBLICATION OF RESULTS
(1) The final results of this recruitment will be published by joint decree of the Ministers of the Civil Service and Administrative Reform and of Scientific Research and Innovation.
(2) The selected Contract Researchers will be recruited by the Minister of the Civil Service and Administrative Reform, on the proposal of the Minister of Scientific Research and Innovation, after consulting the aforementioned Recruitment Commission.
(3) The selected Contract Researchers will be treated from a salary point of view in accordance with the pay scale attached as an annex to Decree No. 2023/337 of August 8, 2023 on the special status of Research Staff.
