II. Organizational Context and Purpose for the job

Project Description

ICAP at Columbia University’s Targeted Programmatic Support Across Countries under the Global Fund to Fight HIV/AIDS, Tuberculosis, and Malaria Under PEFAR (hereinafter, PSA), will provide technical assistance (TA) and capacity- building support, in collaboration with key stakeholders and local partners, to improve HIV services in 74 health facilities located in three regions of Cameroon: Adamaoua, North, and Extreme North. The overall goal of the project is to build targeted health facilities’ capacity to develop, support and sustain progress towards achieving United Nations’ 95-95-95 targets.

Purpose for the job:
Support staff of one of the 28 health establishments supported by ICAP in the regions of NORTHERN Cameroon, the clinical doctor will manage the execution of activities on the site and in the community, in close collaboration with the site coordinator and ICAP-supported health facility, as well as staff and others involved in HIV care and treatment. Reporting to the site mentor who periodically supports the sites, the clinical doctor will perform daily monitoring to ensure that planned interventions intended to achieve the three 95 objectives are implemented with fidelity and in a timely manner.

Key functions, accountabilities and related duties/tasks
Ensure that ICAP-supported facilities achieve the three objectives 95 by overseeing the following:
HIV testing and treatment
•     
o Oversee the implementation of targeted testing and facility index case testing
o Promote linkage to treatment and retention by ensuring implementation of the CamLink model with fidelity, retention strategies, as well as tracing lost patients to follow-up.
o Promote viral load testing by ensuring the site has adequate systems to identify patients eligible for testing and to handle and/or ship specimens for testing. Additionally, the site support coordinator must ensure that results are returned in a timely manner and used for decision making by the HIV clinic physician.
o Supervise the optimization of pediatric HIV care and treatment and the TLD transition
o Consult and manage all patients with advanced stage HIV (stage 3 and 4)
M&E and quality improvement
o Supervise health staff to implement and report on quality improvement activities necessary to address recommendations from SIMS/GSM assessments
o In collaboration with monitoring and evaluation officers , supervise and build the capacity of data clerks to ensure triangulation of data from data collection stools (registers, DAMA, DHIS, etc.), data quality and that data is submitted on time Reporting
Staff
o Oversee and strengthen APS capacity to ensure data is correctly and completely entered into registries
o Support the planning and execution of on-site training for HIV testing, HIV treatment , viral load management and quality improvement
Commodities
o Ensure the site is stocked with necessary data collection tools and supplies, and oversee the implementation of supply chain management systems appropriate supplies at site level.
Community Connection
o Work collaboratively with community organizations to improve delivery of multi-month treatment to stable patients and promote programs for orphans and vulnerable children (OVC)
o Strengthen HIV care and treatment for populations Key
Integration of Services
o Oversee the effective integration of the TB program into HIV care and treatment services
Other
o Prepare daily reports for submission to site mentors
o Actively participate in weekly data review meetings and monthly
o All other interventions aimed to achieve the three 95 targets
Education and Experience
• Doctorate in Medicine with at least 1-2 years of experience in the care and treatment of patients in a healthcare setting; experience providing HIV services is desired but not required;
• Master’s degree in Public Health, Social Sciences, with at least 1-2 years of experience in HIV care and treatment required.
• Experience working in a health district with active participation in the supervision and evaluation of health programs will be an asset.
• Previous experience in a donor-funded HIV and/or TB program will be an asset
Required skills and qualifications
• Experience in training and coaching health staff, training on strengthening the HIV care cascade an asset
• Ability to manage teams and coordinate multiple activities simultaneously, making rapid progress in the outcomes of both
• Strong leadership skills, with the ability to be self-motivated and proactive
• Ability to work under pressure and meet deadlines
• Basic computer skills and knowledge of Microsoft Word, Excel and Powerpoint
• Excellent French and writing skills
