The company Europe Afrique Services (EAS), specialized in outsourcing and
human resources management, is recruiting for the needs of its client, a
large prestigious local bank, a
Banking Risk and Compliance Manager, for a 6-month mission.
RESPONSIBILITIES
β’ Ensure compliance with banking and financial regulations and ensure
control of non-compliance risks.
β’ Provide hierarchical supervision, including training, leadership and
evaluation of compliance teams.
β’ Be the focal point for the competent authorities in matters of compliance.
TECHNICAL KNOWLEDGE AND SKILLS
Procedures, instructions and control of non-compliance risks
β’ Locally implement all group instructions and procedures relating to
Compliance.
β’ Ensure that the instructions and procedures regarding
regulatory compliance, ethics and reputation are known and properly
applied by the company’s staff.
β’ Identify the risks of non-compliance and ensure the implementation of
appropriate prevention measures, in particular with regard to
the Group’s major compliance principles and
local legal and regulatory provisions.
β’ Identify and monitor compliance malfunctions and
ad hoc corrective measures.
β’ Handle high and medium-high risk
KYC files and ensure the periodic review of these files.
β’ Validate the data of the RCO
Resources and Training competence
β’ Ensure the adequacy of the department’s resources with regard to the
missions.
β’ Establish dedicated training programs and ensure the upskilling
of the teams.
β’ Provide appropriate training for the Bank’s staff on the risks
inherent in Compliance.
β’ Advise operational staff on regulatory compliance,
ethics, reputational risk and provide advice within the framework of the
New Product Committees.
Relationship with Competent Authorities, Permanent Monitoring and Reporting
β’ Ensure the quality of relations with the competent authorities.
β’ Process all requests relating to Compliance within the required timeframes,
both those emanating from the Authorities and those from
CPLE/AMO supervision (Group).
β’ Be responsible for compliance reporting, including
FATCA tax reporting, and contribute to compliance governance (CTP,
Audit Committee, Compliance Committee).
β’ Establish the Permanent Monitoring (SM) of the Compliance department.
β’ Ensure the follow-up of the conclusions and recommendations of audit and
inspection reports.
Degree of autonomy
β’ High degree of autonomy to implement the
Compliance action plan in order to achieve the objectives defined in
consultation with the CPLE/AMO and management.

EXPERIENCE AND REQUIREMENTS
β’ Minimum 05 years of proven experience in banking and/or
control.
β’ Perfect command of the office suite (Word, EXCEL, Powerpoint)
β’ Master management and team leadership techniques.
β’ Master the tools and devices LABO ON LINE, OFAC, FORCES STD,
ASTROLAB.
β’ Be a driving force for proposals on Compliance issues.
β’ Know the banking offer intended for customers.
β’ Master financial and economic, legal and tax analysis in connection
with customer relations.
β’ Have a good knowledge of the regulatory framework for banking activities
and the risks associated with it.
β’ Master the rules and procedures in force, in particular those related to:
– The security of property and people
– Compliance, the fight against fraud and money laundering
– Internal control, permanent monitoring and
formalized supervision
LEVEL OF EDUCATION
β’ BAC + 3/4 in Banking, Finance, Management Sciences, Law or
equivalent discipline.
