Order opening a direct competition for the special recruitment of one hundred (100) personnel into the corps of civil servants of the Translation and Interpretation Services, 2024 session.

THE MINISTER OF THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Considering the Constitution;
Having regard to decree 11 75/770 of December 18, 1975 relating to the Special Status of the body of civil servants in the Translation and Interpretation Services;
Having regard to decree 11094/199 of October 7, 1994 relating to the General Statute of the State Civil Service, modified and supplemented by decree 1102000/287 of October 12, 2000;
Considering decree 1102011/408 of December 9, 2011 organizing the Government, modified and supplemented by decree 110 2018/190 of March 2, 2018;
Considering decree 110 2012/537 of November 19, 2012 organizing the Ministry of Civil Service and Administrative Reform;
Considering decree 1102018/191 of March 2, 2018 reorganizing the Government;
Considering Decree No. 2000/696/PM of September 13, 2000 establishing the General Regime for Administrative Competitions; Having regard to decree n0011713/MINFOPRA of December 30, 2019 creating the ad hoc Commission responsible for the special recruitment of five hundred (500) translators and translators-interpreters during the financial years 2020 to 2024;
Having regard to decree n0040/PM of May 19, 2022 establishing the terms and conditions for granting the age exemption to disabled people during administrative competitions and recruitment into the State Civil Service;
Having regard to letter n0B355/SG/PR of November 20, 2019 authorizing the special recruitment of five hundred (500) translators and translators-interpreters over the next five (05) years, starting from the 2020 financial year,
ARRESTED: 1st

    
( 1) A direct competition for the special recruitment of one hundred (100) personnel in the Translation and Interpretation Services division is open for 2024.
(2) The places offered in this competition are distributed as follows :     
seventy (70) Principal Translators, category “A” second grade of the Civil Service, including English A/French B: 35 and French A/English B: 35;
twenty-five (25) Translators, category “A” first grade of the Civil Service, including English A/French B: 10 and French A/English B: 15;
five (05) Principal Translators-Interpreters, category “A” second grade of the Civil Service, including English A/French B: 03 and French A/English B: 02;
Article 2.- Persons meeting the following conditions may apply:
a) be of Cameroonian nationality;
b) be at least seventeen (17) years old and forty (40) years at most on January 1, 2024 (being born between 01/01/1984 and 01/01/2007);
c) However, disabled people holding a National Disability Card issued by the competent authorities benefit from an age exemption for a ceiling of ctnq (05) years maximum, above the age limit set above, in accordance with decree
d) hold both:
  for Principal Translators: a higher education degree or a recognized equivalent diploma and a Translator diploma or any recognized equivalent title issued by a national training establishment or by a foreign or international school appearing on a list fixed by order of the Prime Minister; for Translators: a secondary education baccalaureate, or the General Certificate of Education Advanced Level (GCE-A/L) obtained in at least two subjects, excluding the subject “religious knowledge”, or a recognized equivalent diploma and a Translator diploma or any recognized equivalent qualification issued by a national training establishment or by a foreign or international school appearing on a list established by order of the Prime Minister; for Senior Translators-Interpreters: a higher education degree or a recognized equivalent diploma, a translator diploma and an interpreter diploma or any recognized equivalent qualifications, delivered by a national training establishment or by a foreign or international school appearing on a list established by order of the Prime Minister;
e) demonstrate physical fitness and a state of health enabling them to effectively carry out the functions of translators or translator-interpreters;
f) enjoy their civil rights;
g) not have suffered convictions appearing in bulletin 1103 of the criminal record incompatible with the exercise of the functions of Translators or Translators-Interpreters.
Article 3.- Applications can be submitted online at the address: concoursonline.minfopra.gov.cm or submitted against receipt directly to the Regional Delegations of the Ministry of Civil Service and Administrative Reform no later than Friday March 29, 2024 , strict deadline and must include the following documents:

1. a registration form stamped at one thousand five hundred (1,500) CFA francs, duly completed and signed by the candidate, the form of which is available in the Regional Delegations of Public Anointing and downloadable from the website: http:/ /www.minfopra.gov.cm; a receipt for payment of the sum of twenty-five thousand (25,000) CFA francs issued by a manager of the EXPRESS UNION counter at the place of submission of the application file; certificates of presentation of the original diplomas signed by a competent civil authority; certified copies of the required diplomas, signed by a competent civil authority; a certified copy of the birth certificate signed by a competent civil authority; n criminal record bulletin no. 3 issued by the competent judicial authorities;
7. a medical certificate issued by a public sector doctor;
8. two (02) 4×4 photos;
9. an envelope stamped at one thousand (1000) CFA francs addressed to the candidate.
 
 • In the event of an absence of applications or a quorum not being reached in the grade, the number of places reserved or missing for the latter is transferred to the candidates of the grade having registered the greatest number of applications;
 
 • Candidate state employees covered by the Labor Code and meeting the conditions set out in article 2 must provide a copy of their employment contract or employment decision.
     Any file that is incomplete, late or whose documents are signed at a police station will not be accepted.
     Documents legalized by an administrative, municipal or judicial authority must be dated less than three (03) months from the date of submission of the files.
     candidates who submit their files online are exempt from the formalities of submitting physical files. However, said files must be submitted to the Ministry of Civil Service and Administrative Reform for candidates declared definitively admitted.
     Candidates wishing to be supported free of charge in the online registration procedure can contact the branches of the National Youth Observatory (ONJ) ​​housed within the Multifunctional Youth Promotion Centers (CMPJ).
Article 4.- (1) Composition programs are those of the study cycles delivering the diplomas required to apply.
(2) The technical tests will mainly concern questions of a general and/or purely technical nature and will consist of the translation: of a text from English into French; of a text from French to English.
(3) The written eligibility tests, which will take place in one of the examination centers (Bamenda, Buea, Garoua and Yaoundé) chosen by the candidate, will take place on the following dates and times:

( 4) The deadline for access to the rooms is set at 7:00 a.m. for the morning tests and 12:30 p.m. for the afternoon tests.
Article 5.- A press release from the Minister of Civil Service and Administrative Reform will specify the dates and times for taking the final oral admission tests.
