SUMMARY OF THE FUNCTIONS OF THE JOB
CONTEXT
The Government of Cameroon signed with UNESCO, on November 13, 2021, a memorandum of understanding on the project “Support for local development through community radios phase 2” with the aim of contributing to the development of local media and therefore to poverty reduction through the production of programs specific to local development as provided for in SND30, through expanded access to relevant information and knowledge, as well as the improvement of the environment of freedom of expression and access to IT and digital tools, all of which strengthen the capacity of communities to actively participate in local and national life.
The objective of the project is to facilitate access to relevant information for the Cameroonian population, particularly underrepresented, rural and/or minority groups, and to give them the means to express their needs and concerns, as well as real opportunities to participate in decision-making processes, ensuring that no one is left behind. This project is part of the desire of the Cameroonian authorities, with the support of UNESCO, to establish a strategic, regulatory and operational framework that ensures the viability and sustainability of community radio stations recognized in Cameroon for the key role they play in local development.
Specifically, it involves:
Expanding the network of community radio stations through the creation and rehabilitation of community radio stations and community multimedia centers (CMC[1]) in Cameroon equipped with solar energy.
Developing the capacities of community radio stations and CMCs in the production of thematic programs.
Facilitate and support the production and broadcasting of participatory radio and digital content adapted to the local context.
Support the establishment of a favorable framework for the technical and financial sustainability of community radio stations.
The “Support for local development through community radio stations phase 2” project covers the entire Cameroonian territory – therefore, the 10 regions. Unfortunately, these regions do not benefit from the same access conditions; given their respective reliefs, climates, and ecosystems. These factors play a significant role in the on-site maintenance of broadcasting equipment, given that community radio stations, the subject of this project, are mainly created in rural areas and sometimes difficult to access.
If community radio stations play these important roles in often very isolated regions, experience has revealed that one of the main difficulties they encounter, apart from their limited resources and technical capacities, is maintaining the good working order and maintenance of their facilities over time.
To meet this structural and functional requirement, UNESCO would like to identify engineers who can be mobilized punctually to provide appropriate and effective technical assistance to community radio stations.
Intervention area
The engineers sought will be assigned to specific geographical areas comprising several neighboring regions, organized as follows:
Zone 1: Adamawa, North and Far North Regions;
Zone 2: Central, South and East Regions;
Zone 3: Littoral and Southwest Regions;
Zone 4: West and Northwest Regions).
For greater efficiency and to ensure rapid action, candidates are recommended to specify the areas in which they wish to be deployed.

Technical repairs (Low frequency, high frequency, solar energy, etc.) of designated community radio stations;
Maintenance of designated community radio equipment;
Remote assistance (diagnosis, practical advice to community radios);
Any other technical task specified by the UNESCO office.
At the end of each mission, the engineers will have to produce monitoring reports, activities carried out and evaluation of the technical aspects of the project.

REQUIRED QUALIFICATIONS
Education:
Have a postgraduate degree (Master) in Telecommunications / Radiocommunication Engineering or equivalent.
Professional experience:
Applicants for the engineering position must have at least 10 years of experience in broadcasting work (sound engineering, high and low frequency broadcasting, etc.), including at least 5 years of proven experience and skills in the installation, maintenance and repair of broadcasting systems and radio studios.
Have at least 10 years in the field of Engineering and management of a public or private radio communications network.
They must also have skills in related fields such as IT/ICT, IT network management.
Proven experience in the management of solar-based energy networks will be a serious asset.
Skills and competencies:
The candidate sought must
have a good knowledge of the constraints related to the technical operation of local and community radio stations.
Be creative and up to date with technological developments in the field of broadcasting.
Be able to propose simple and innovative solutions to optimize the good technical operation of community radio stations.
Be able to manage stocks of maintenance and emergency equipment necessary for the proper functioning of the community radio network.
Have excellent animation, communication and skills transfer skills.
The working language required for this consultation is French and/or English (Good oral and written skills are essential).
