We are

The European Union (EU) is a unique economic and political partnership between 27 European countries that plays an important role internationally in the areas of diplomacy, trade and development assistance, as well as through its cooperation with global organizations. Abroad, the EU is represented by more than 140 diplomatic representations, also known as EU Delegations, which have a function similar to that of an embassy.

We propose

We are offering a Secretary position. As part of this job, the recruited person will be assigned functions which will depend on the needs of the delegation. The successful candidate will occupy a specific position as Secretary; the function can be modified according to the needs of the Delegation. As part of this role, the successful candidate will serve as technical and support staff to the Regional Team Leaders, whose main tasks and responsibilities will be:

  1. General tasks
  • Reads the mail and sorts it according to priorities;
  • Design and writing of draft responses to letters;
  • Organizes and classifies the section’s files (electronic and physical);
  • Coordinates the agenda of the Regional Team Leaders and makes related arrangements, including making appointments;
  • Makes reservations (travel and accommodation) for regional team leaders during their various missions and prepares the appropriate forms;
  • Ensures the link between the regional sections and the other sections of the Cooperation;
  • Organizes meetings of regional sections with external services;
  • Preparation, submission and monitoring of leave and mission programs
  • Filters telephone communications from regional team leaders and provides first-degree information;
  • Prepares the minutes of Section meetings;
  • Submits pending files in a timely manner;
  • Receives and directs visitors to regional team leaders;
  • Monitors decisions made by regional team leaders and takes appropriate measures to ensure their implementation;
  • Regularly updates the section’s computer files and files;
  • Develops a directory of useful addresses for regional team leaders’ contacts;
  • Management of office supplies in collaboration with the other secretaries of the Cooperation section;
  • Contribute as needed to the back-up of other secretaries in the Cooperation section;
  • Performs any other task required by service requirements.
  1. Section-specific tasks                  
  • Support for the logistics of missions from Headquarters and technical assistance missions;
  • Operational initiation of compliance of actions;
  • Support to the section in the preparation of financing proposals, draft agreements, calls for tenders, terms of reference and contracts;
  • Participation in evaluations of offers within the framework of calls for proposals, requests for services;
  • Encoding of contracts in CRIS/OPSYS
  • Initiation of project and contract closures;

Selection criteria

Minimum requirements:

  • be medically fit to perform the required duties;
  • enjoy civil rights and possess work permits in accordance with local legislation;
  • Education and Training:
    • Level of university education (Bachelor/BAC+3).
  • Professional experience:
    • Minimum of 5 years of experience in a position with similar functions.
  • Languages
  • Knowledge of IT tools
    • High level of computer literacy: word processing, spreadsheets, email and Internet browsing. Proficiency in Computer Aided Publishing software is an advantage.

The following points will be considered an asset:

  • Minimum of 5 years of experience in an embassy or international organization
  • Ability to work in a multicultural environment, demonstrating interpersonal, cordial and professional communication skills.
  • Very good communication (written or oral) with internal and external contacts.
  • High degree of confidentiality, rigor and accountability when processing EU-related information.
  • Ability to define priorities, undertake tasks, under pressure, with a minimum of error, while responding quickly to requests.
  • Sense of autonomy, organization and initiative.
  • Available to work outside of business hours in case of emergency.

The application must contain the following elements:

  • A cover letter;
  • A CV according to the EUROPASS format ( https://europass.cedefop.europa.eu );
  • Copies of university diplomas;
  • Copy of employment certificates relating to professional experience;
  • At least two references (structures, surnames, first names, functions, telephone number and e-mail address) to which the Delegation of the European Union may contact when examining applications.

The procedure

After the deadline for submitting applications has expired, they will be examined by a selection committee set up for this purpose.

  1. The selection committee will establish a shortlist of candidates deemed best suited to fill the position, based on criteria provided in the vacancy notice and job description (“Selection Criteria” above).
  2. Pre-selected candidates (a maximum of 15 candidates with the highest score on the pre-selection criteria) will be invited to participate in a written test.
  3. At the end of this stage, the best candidates (a maximum of 5 candidates having obtained the best results in the written test) will be invited to participate in an interview.

At this stage, the selection committee will assess the candidates’ suitability for the position.
